Summary

This position is assigned to the Facility Protection Division, Office of Overseas Protective Operations, International Programs Directorate, Bureau of Diplomatic Security (DS/IP/OPO/FPD). You will serve as a Security Specialist responsible for a major geographic region and is the focal point for all the local guard, bodyguard, and surveillance detection programs and the budgetary and acquisition processes for these programs.

Duties

Help
  • Manages the administration of centralized aspects of facilities protection security programs and operations that provide personal protective services at overseas posts. Provides program guidance, training, and policy direction.
  • Oversees the administration of a number of large, multi-year, high dollar contracts to provide protective security services for United States Government facilities and officials. Provides guidance/direction related to developing new contracts.
  • Participates in planning, developing and implementing Division-wide plans, strategies and policies. Plans, organizes and manages a broad range of activities promoting effective management of programs and appropriate use of the financial resources.
  • Develops and implements analytics and other methodologies to identify and define problems, generate and evaluate alternatives, select options, manage risk and evaluate programmatic, financial and operational decisions.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience analyzing data to assess the efficiency and effectiveness of security programs and operations. 
  • Experience coordinating budgetary and/or contract resource requests related to the management and administration of security programs.
  • Experience developing comprehensive metrics to advise decision-makers. 

There is no substitute of education for specialized experience for the GS-14 position.
