The Veterans Health Administration (VHA) is committed to fostering a corporate culture that embraces diverse values and sustains a management framework that supports a diverse, inclusive environment as a business imperative. The primary purpose of the position is to serve as a Program Manager for the Office of Diversity, Equity, & Inclusion (DE&I). This will entail the development, advancement, and promulgation of DE&I strategies, training, and enlightenment in the VHAs approach.


The Incumbent performs the following major duties and responsibilities:

Ability to quickly acquire and apply knowledge of VA policies and procedures as well as its organizational and functional structures in order to make recommendations for organizational improvement.

Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization.

Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.

Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing DEI projects and resources, including technical performance.

Effectively expresses information for VHA through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions.

Specifies goals and obstacles to achieving those goals, generates alternatives, considers risks, and evaluates and chooses the best alternative in order to make a determination, draw conclusions or solve a problem.

Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.

Applies VHA's process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule: Available)

  • Telework: Available (applicant is required onsite 50% of work schedule per pay period)

  • Virtual: the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You will qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Working knowledge of federal sector EEO and/or diversity and inclusion programs, laws, directives, principles and processes.
  • Experience managing one or more federal sector EEO and/or DEI programs/teams.
  • Ability to advance diversity, equity, and inclusion through the use of innovation, proactive strategies and collaboration.
  • Strong communication skills in preparing content that is culturally sensitive, inclusive and respectful of diverse audiences.
  • Proficiency in various communication and digital platforms, such as SharePoint, MS Teams, training presentations and content management systems.
  • Experience with communicating diversity and inclusion concepts through various innovative branding, marketing, social media, and communications platforms.
  • Experience demonstrating program results through quantitative and qualitative data, key performance indicators, metrics, charts, graphics, and surveys.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site.

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
