This position is established under the Small Business Administration (SBA) Intern Program. At the successful conclusion/completion of the Internship program, the student may be eligible for non-competitive conversion to a Federal career or career-conditional position. If converted, the student must meet the qualifications of the position being converted into at the GS-9 grade level.

Duty Locations: The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under OPM Salary & Wages.

As a Student Trainee (Human Resources), GS-0299-05, you will be responsible for:

  • Providing assistance and operations level support to clients using tact, diplomacy and judgment, ascertains the nature of the calls or business of the client. Answering calls and inquiries and directs to appropriate individual.
  • Using office automation systems and various software packages to accomplish work. Under supervision, assignments include preparing correspondence, reports, records, statistical and narrative material, and messages in final format. Uses knowledge of software utilities and function commands to manipulate text to accomplish formats, revisions, deletions, and additions.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Student Internship Program Eligibility:
Current students in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

To be eligible for appointment to a position in the Small Business Administration (SBA) Internship Program, throughout the duration of the appointment, an individual must:

  • Be currently enrolled or accepted as a student on at least a half-time basis at a qualifying educational institution in a certificate, degree, or diploma program.
  • Be seeking a degree that is relevant to the position.
  • Grade qualifications must be met prior to start date.
  • Must meet the definition of a student throughout the duration of their internship appointment.
  • Complete at least 640 hours of work experience prior to completion of degree.
Students who have graduated are not eligible for this position.

If selected you:
  • must sign a Pathways Internship Program Participant Agreement;
  • may be employed throughout the academic year;
  • must maintain status as a current student;
  • maintain good academic standing, at least a 2.5 cumulative GPA on a 4.0 grading scale.
  • must furnish course registration information at the start of each school term; and
  • must provide verification of academic status (transcript) at the end of each academic term.
Specialized Experience for GS-5: One year of specialized experience, equivalent to the GS-4 grade level in the Federal service, obtained in either the private or public sector:
  1. performing the following administrative support tasks: assisting staff and customers, reviewing documents, processing incoming and outgoing mail, sort and file; and
  2. using software applications to generate written materials; and
  3. serving as a point of contact for customers and maintaining data.

Pathways Internship Positions

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 10/21/2024.

Education

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

Education Substitution for Specialized Experience:
Successful completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.

Combination of Experience and Education:
Combination of education and experience as specified above. Two full academic years of study (60 semester hours) beyond the second year is equivalent to one year of specialized experience. For example, 6 months of the specialized experience (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education) would equal 100% of the required experience for the position.

Student Internship Program Completion and Conversion: Interns may be converted within 120 days of successful completion of the program. Program participants may, at agency discretion, be non-competitively converted without a break in service, to a term or permanent position in the competitive service. There is no guarantee for conversion.

To be eligible for conversion, Interns must:

  • Complete at least 640 hours of work experience acquired through the Internship Program.
  • Complete degree or certificate requirements.
  • Meet the qualification standards for the position to which the intern be converted.
  • Meet agency-specific requirements as specified in the Participants Agreement
  • Demonstrate successful job performance.
