Duties

Help

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advice on issues such as substance abuse, sexual harassment, hours of work, changes in schedules, leave administration, pay entitlements, etc.; 2) Ensuring case files are properly maintained in accordance with regulatory guidance; 3) Coordinating with legal officials regarding appeals and/or hearings; and 4) Providing advice and assistance in the areas of discipline, adverse actions, grievances, employee counseling, and related functions.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the development of case strategies; 2) Providing advice and guidance on controversial or complex issues related to Employee and Labor Relations; and 3) Ensuring case files are properly maintained in accordance with regulatory guidance.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying human resource management theories, concepts, principles, laws, regulations, precedents and procedures related to Labor & Relations to identify interrelated problems, draw conclusions, and recommend appropriate courses of action; 2) Applying fact-finding, analytical and problem-solving methods and techniques; and 3) Preparing and presenting findings to recommend and carry out specific actions regarding difficult issues.

GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in researching Employee Labor and Relations problems; 2) Preparing documents for hearings; and 3) Assisting in the areas of discipline, adverse actions, and grievances.

GS-05: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector. General experience must demonstrate the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Education

In lieu of general/specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS-11:
A Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

GS-09:
A master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

GS-07:
1 full year of graduate level education.
