Help

Digital Content Strategy, Public Outreach and Engagement:

  • Serves as a nationally recognized authority on a diverse range of issues with broad impact on nationwide division programs and products and for which the employee’s expertise is often sought on assigned program functions.
  • Facilitates creative thinking and designs and implements new/cutting edge programs and processes.
  • Keeps up to date with IT developments in the private sector (e.g., web/internet content/service/product design, content governance/site management); and seeks out related best practices.
  • Sets policy, prepares plans, and directs/manages the design and development of strategies to continually improve public online web/internet access to U.S. Government information and services for the public.
  • Oversees the development of content strategies for a wide range of products as well as the creation of content for several channels and reviews, evaluates, and determines achievement of product and content quality, effectiveness, and similar goals and objectives.
  • Manages the development of public service outreach campaigns, leveraging cross-agency, agency and multi-channel information campaigns, providing oversight and coordination to increase public awareness of available
    government programs and services.

Supervisory and Managerial Duties:

  • Supervises a branch staff, to include subordinate sections, performing administrative, technical and program support functions.
  • Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
  • Develops training plans and budgets for assigned branch employees.

The GS-15 salary range starts at $143,736 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Experience leading the development, delivery or integration of highly complex digital products or services;
  • Experience crafting or creating product vision, strategy or roadmaps;
  • Experience with agile or iterative development methodologies;
  • Experience supporting the overall planning, management, and direction of a program or of projects; and
  • Experience building alignment with stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Mastery of and skill in applying internet/web information platforms, products, content, and services architecture principles, concepts, methods, standards, and practices; advancing internet/web technologies (e.g., sites, social media); and program office, agency, and/or federal strategic business plan(s) sufficient to develop, implement, and interpret guidelines (e.g., policy, procedures, editorial/style guides) used by others involved in internet services design, development.
  2. Mastery of and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret guidelines (e.g., policies, procedures) and strategies governing the planning and delivery of services throughout the government.
  3. Mastery of and skill in applying interrelationships of multiple IT specialties; program office, agency, and/or federal IT architecture; new IT developments and applications; emerging technologies and their applications to business processes; IT security concepts, standards, and methods; IT and general project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. 
  4. Expert knowledge in planning, organizing, and directing the staff’s work and identifying and establishing appropriate policies, goals, and objectives in matters assigned to the Branch. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  5. Ability to identify developmental and training needs of employees, providing or arranging for needed development and training.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
