Duties

Help
  • You will assist with the oversight and control of the operation/maintenance of accounting, financial management, and financial feeder systems supporting accounting, reporting, and management of information for the Department of the Navy.
  • You will formulate budget/estimates to support plans programs and activities.
  • You will present and defend budget estimates before authorities.
  • You will review and evaluate budget requests.
  • You will complete requirements assigned during each phase of an approved Individual Development Plan.

  • You must possess a degree in finance, accounting, management, actuarial science, or other related degree from an accredited college or university (See Education section below).
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

The recent graduate program is for those who have graduated, within the past 24 months or 4 years for veterans, from a qualifying educational institution. Applicants must meet the basic education requirement below (TRANSCRIPTS ARE REQUIRED).

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining accounting records and preparing financial reports for review; 2) Identifying problem transactions to ensure proper posting to appropriate balance sheet and income statement accounts; and 3) Identifying budget or funds management problems and assisting others in offering alternative solutions.

The recent graduate program is for those who have graduated, within the past 24 months or 4 years for veterans, from a qualifying educational institution. TRANSCRIPTS ARE REQUIRED. You may qualify for this position with the following education, in lieu of specialized experience:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

Possession of an LL.B. or J.D. that is related to this position being filled

OR

A combination of experience and graduate education as described above that equates to one year of experience

This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Student Loan Repayment incentive may be authorized to eligible selectees.

The FMAP is a 24--month training program. You will be officially assigned to the FMCP and stationed at various Navy and Marine Corps activities, referred to as "Homeports". Following successful completion of the 24-month program, participants graduate and are placed in suitable positions at their Homeports.
