Incumbent is responsible for overseeing and coordinating a staff, resources, and processes required to deliver new software or upgrades for the Flight Program Operations’ Flight Inspection Airborne Processor Application (FIAPA), Flight Operations Management System (FOMS), and Project Management. This staff designs, develops, documents, and maintains software architectures, requirements, algorithms, interfaces, and designs for software systems.

Incumbent responsible for planning and communicating Flight Program Operations' vision and objectives. Work includes complex projects/programs based on the objectives of Flight Program Operations and frequently the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of engineering methods and principles, flight inspection aircraft, airframe, powerplants, equipment, avionics and systems, a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and and advanced understanding of the objectives of Flight Program Operations, and the FAA.

Contacts are primarily internal and external to Flight Program Operations. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plans for the future. Has the authority, within guidelines, to make commitments for subordinate organizational units.

Work is typically governed by established policies, procedures and organizational objectives, which frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

Work activities impact directly on goals and objectives of Aircraft Maintenance, Flight Program Operations and often the FAA. Work frequently affects the internal and external customers of the major subdivision, and often Flight Program Operations and the FAA.

Qualifications

BASIC REQUIREMENTS

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).

AND

To qualify for this position at the FV-K (FG/GS-15) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes experience with Agile and/or federal software development environments; experience with software application design, development, testing, and engineering; programming experience (i.e.: Java, JavScript – ECMAScript, ReactJS, HTML 5, CSS3, etc.) in support of aviation programs; experience utilizing software tools (i.e.: Eclipse, Maven, Git, etc.) to facilitate development and testing of various software applications on aviation systems.

Applicants should include examples of specialized experience in their work history.
