Duties

Help
  • Provides technical advice and direction for Disability Case Adjudication and Review System (DICARS) inquiries and releases; disability review training; DI/RSI and/or SSIQR; EQA/Web-based applications;
  • [CONT] litigation data collection and research and review of disputed issues.
  • Prepares reports, background, position papers and conducts briefings for OQR management including the Office of the Chief Quality Officer.
  • Provides advice and assistance to the Office Director or other OQR managers in planning, formulating, and implementing the OQR work plan.
  • Plans, directs, coordinates, and/or conducts special studies and projects that are national or regional in scope and interest and often involve agencies or entities outside of SSA or outside of the Federal government.
  • [CONT] Formulates options and recommends actions on major studies/projects.
  • Facilitates members of the ad hoc team, represents members of the team or teams in negotiations with regional or central office staff to develop acceptance and appropriate implementation of the recommendations.
  • [CONT] Recommendations may involve policy changes, operational workloads, and systems modifications.
  • Instructs team members, via on-the job training, on work methods, policies, procedures, guidelines, etc. This would include technical aspects of disability claims processing and operational areas such as budget tracking.

Qualifications

The an Area of Consideration (AOC) for this announcement is permanent SSA employees in the Office of Quality Review (OQR) only. To qualify for the GS-13, the applicant must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include conducting quality reviews of RSI (Title II) and Medicare initial and post-entitlement actions.

Note: Experience conducting quality reviews of SSI (Title XVI) initial and post-entitlement actions does not meet this experience requirement.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY
Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities and time limited appointments for veterans with a compensable service-connected disability of 30% or more. This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This position is eligible for telework.

This is a moderate risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
