Summary

This position serves as an integral member of the Federal Railroad Administration (FRA), Office of Safety's Regional organizational structure, and serves as a Railroad Safety Specialist (working title of SMT Railroad Safety Chief ) in SMT 8 Short Line West Responsible for representing the SMT and FRA with internal and external individuals and groups who are railroad safety stakeholders.

The Railroad Safety Specialist:

  • Responsible for facilitating the investigation of assigned accidents, leading a multi-discipline team of safety personnel, gathering the required evidence to support the investigation, analysis of data and evidence, as well as preparation and submission of the final report.
  • Responsible for the analysis and development of a recommended plan of inspection for assigned railroad(s).
  • Responsible for and/or providing subject matter expertise in one of the following areas support for programs such as Investigation & Audits, Risk Reduction, Passenger Rail, or Drug & Alcohol, and special projects
  • Fulfill the responsibilities of the FRA liaison representative with assigned railroad(s) other individuals and organizations that have an interest or are stakeholders in railroad safety, including fire departments, police departments, the National Transportation Safety Board (NTSB), the Occupational Safety and Health Administration (OSHA), Federal, State and local government agencies, public officials, and labor organizations.

The Ideal Candidate is an experienced professional who is a technical expert in at least one of the five railroad safety disciplines (i.e., hazardous materials, operating practices, motive power and equipment, track, signal and train control), as well as has basic working knowledge of another discipline.  Experience as a technical expert who has conducted analytical investigations and special studies, and has made recommendations to improve railroad safety.

PLEASE NOTE: One vacancy will be filled from this announcement from either Seattle, WA; Vancouver, WA; or Billings, MT which will be determined by the manager.  The difference in the salary is determined by the locality pay in the duty location. CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DRUG TEST:  The selectee will be required to pass a drug test prior to appointment unless currently employed in a DOT position that requires drug testing. The selectee also will be subject to random drug testing while employed in this safety-sensitive position.
  • NOTICE: The selectees for Railroad Safety positions will be required to complete a Declaration for Federal Employment to determine suitability for Federal employment and to authorize a background investigation. Applicants referred to manager may be required to submit a writing sample.
  • DRIVER'S LICENSE:  All Railroad Safety Specialists are required to possess and maintain a valid state drivers license at all times while employed by the Federal Rail Administration (FRA) in order to perform the duties of their positions.

Qualifications

INTERVIEW:  Applicants may be required to demonstrate in a pre-employment interview that they possess the personal characteristics necessary for Railroad Safety work.

Basic Qualifications 

  • Knowledge of the railroad industry, including economic and operating considerations and equipment;
  • Knowledge of the general safety and health principles and practices applicable to the railroad industry;
  • Knowledge of railroad accident investigation techniques; and
  • Skill in written and oral communication.

In addition, applicants for specialist positions must demonstrate possession of the knowledge, skills, and abilities for the specialization for which application is made to the degree required by the position. Only those elements required by the position to be filled, as identified below, will be used in evaluating candidates' specialized experience.

For the GS-13, To qualify, you must have at least one full year of specialized experience equivalent to the work performed at the next lower grade level for this occupation. The specialized experience must include

  • Experience applying in-depth working knowledge of at least one of the six disciplines and basic knowledge of another discipline:  Track, Signal & Train Control, Hazmat, Operating Practice, Motive Power & Equipment, Grade Crossing & trespass prevention.
  • Experience performing analytical investigations or special studies for the purpose of making recommendations to improve safety.
  • Experience providing advice and guidance as a technical expert to inspectors, railroad officials, shippers, State and local government, emergency personnel and other Federal agencies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the railroad industry, including economic and operating considerations and equipment;
  • Knowledge of the general safety and health principles and practices applicable to the railroad industry;
  • Knowledge of railroad accident investigation techniques; and
  • Skill in written and oral communication

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

The FRA has determined that seniority rights, leaves of absence, and reemployment rights from prior railroad employment generally constitute an actual or an appearance of a conflict of interest.  New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest.  If new employees are permitted to retain such rights, which is generally the case for Railroad Safety positions, the rights must be divested at the end of the one year probationary period which begins with the date of appointment. Divestiture is a requisite to continued employment with the Federal Railroad Administration.  No waivers will be granted of the divestiture requirement.

Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan.  (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.)  Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.  Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies.  Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.

If selected, you will be subject to the Standards of Ethical Conduct applicable to all executive branch employees.  Selectees will be required to complete a new entrant confidential financial disclosure report (Office of Government Ethics Form 450) within 30 days of hire (except if hired between November 15 and December 31).  Thereafter, selectees will be required to annually file a confidential financial disclosure report by February 15 of each year, pursuant to instructions issued in early January.
