Duties

Major Duties and Responsibilities:

Lead initiatives that enable the counterintelligence community of the U.S. Government to fulfill better its mission of identifying, assessing, prioritizing, and countering intelligence threats to the United States.

Execute the NCSC Director's role as the National Intelligence Manager for CI; in doing so, unify and integrate the IC's counterintelligence analysis, collection, plans, and operations, and activities to execute the National Intelligence and Counterintelligence Strategies and relevant Unifying Intelligence Strategies that address the nation's most pressing national security concerns and persistent and emerging threats.

Oversee the development, coordination, and implementation of the National Counterintelligence Strategy, National Threat Identification and Prioritization Assessment, and the Unifying Intelligence Strategy for CI; develop supporting strategic plans as appropriate and lead community implementation to focus effort against high priority intelligence threats to the United States.

Chair the Counterintelligence Strategy Board (CISB); work through the CISB to propose integrated solutions that address CI mission and enterprise opportunities, challenges, and gaps for Director/NCSC and National CI Policy Board consideration.

Represent NCSC and the CI community in engagements with public and private sector stakeholders and foreign allies and partners on CI matters.

Deliver coordinated strategic counterintelligence assessments on CI issues of high importance to U.S. Government customers.

Ensure that CI issues are included early in the decision-making process and represented accordingly at various U.S. Government fora.

Manage and lead a professional staff, assess performance, and oversee goal setting, and provide feedback on personal and professional development.

Interact with managers to ensure compliance, and collaboration with policies which aide in developing an organizational culture.

Qualifications

Mandatory Requirements:

Expert knowledge of IC organizations, mission posture, structures, capabilities, processes, and policy development.

Expert knowledge of the threats posed by the intelligence apparatuses of our major adversaries.

Superior leadership and strong interpersonal and team building skills to foster a collaborative work environment within the directorate and across the u.S. Government.

Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.

Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to design and implement strategies for IC initiatives and programs, include the superior ability to manage human, financial, and information resources.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
