Summary

The USDA Food and Nutrition Service (FNS) is responsible for administering the nation's domestic nutrition assistance programs. The incumbent serves as Division Director and assumes overall responsibility for providing leadership and directing the planning and administration of assigned Division funds, plans, oversight and special initiatives. The incumbent builds and supports partnerships with internal and external organizations to achieve agency goals.

Qualifications

SNAP seeks one Program Manager each for the Office of Employment and Training (OET) and the Retailer Policy Division (RPD) to serve as Division Directors. OET establishes national policy and provides oversight for the SNAP Employment and Training program. RPD is establishes national policy and provides oversight for retailers that participate in SNAP.

Division Directors lead and direct administration of their functional program areas. Teams led interpret and enforce policies and procedures, ensuring efficient and effective program operations. They formulate policy recommendations to senior agency officials and political appointees regarding changes or revisions in policies and program operations. They develop long-range strategic plans and engage in human capital management to professionally develop staff, manage performance, and develop succession plans. They formulate and implement budgets. They establish a positive workplace culture by assuring all employees are treated in compliance with established merit systems and without regard to race, color, national origin, sex, or handicap. They build a culturally diverse workforce and foster an environment where all employees value cultural diversity and have an equal opportunity for advancement.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as:

  • Applying knowledge of laws, rules, and regulations in Federal nutrition programs;
  • Evaluating program policy and operations for issues or deficiencies;
  • Communicating, both orally and in writing, to contacts within and outside the organization to provide advice, negotiate, and explain procedures, practices, policies, and work-related changes affecting these groups; and
  • Recommending, justifying, developing, and implementing appropriate solutions
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
