Help

As a Research Physical Scientist, you will perform the following duties:

  • Manage and execute difficult weather forecasting research projects that are of major importance to the accomplishment of the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR) mission. Formulate the guiding hypotheses determining the most appropriate research strategy and methodology; establish project objectives; develop research plans and required investigations; establish performance measures, time phases, and milestones for assigned projects. Develop new theories that explain results obtained and that often lead to refinements and new concepts.
  • Employ specialized and advanced techniques using Artificial Intelligence (AI) and Machine Learning (ML) to define research areas and resource requirements essential to investigate in support of National Severe Storm Laboratory (NSSL) objectives and to advance scientific understanding and prediction of hazardous weather. Establish goals and define the most feasible approach to resolve conflicting technical issues and unique problems. Serve as the recognized authority and consultant to top level managers/officials within the agency and scientific and technical personnel of other agencies, NOAA labs, centers for operational implementation, universities, and international partners, contributing to strategic planning, and project development and execution.
  • Plan, lead, conduct and secure funding for collaborative research projects that are concerned with the development or improvement of NOAA's ability to develop storm-scale probabilistic forecast systems to improve the performance and usability of probabilistic hazard information for individual storms, including but not limited to the Warn-on-Forecast System. Publish scientific results in peer-reviewed journals, attend meetings, conferences, and workshops, and present technical papers before professional groups, committees, and boards.
  • Modify existing computer programs and create new programs for scientific application and skills in developing organized and well-documented computer code. Create or improve algorithms for performing computations. Use innovative data analysis to investigate and assess technical computing problems; develop and lead new or modified procedures or approaches for problem solving. Provide expert advice and scientific guidance for the formulation of policy positions related to NSSL mission objectives. Collaborate on projects and coordinate work with that of others to the agency's goals.
NOTE: These duties are described at the full performance level of the ZP-5; the ZP-4 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.
The ZP-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet the Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with an application package. You MUST meet one of the following basic education requirements:

To qualify for the 1301 series:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Establishing project objectives, performance measures, and milestones for assigned projects;
  • Conducting research of storm-scale probabilistic forecast systems using artificial intelligence or machine learning; and
  • Modifying or creating new computer programs for the processing, analysis, conversion, or archiving of research data and results.

To qualify at the ZP-5 or GS-15 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
  • Planning and leading research projects concerning the development of stormscale probabilistic forecast systems;
  • Using artificial intelligence or machine learning to predict hazardous weather; and
  • Developing and implementing new computer programs for the processing, analysis, conversion, or archiving of research data and results.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
