Duties

Help

The Facilities Manager oversees the structural and mechanical care and maintenance of the Supreme Court of the United States building and grounds and the Thurgood Marshall Federal Judiciary Building (TMFJB). They perform these responsibilities under the direction of the Marshal of the Supreme Court and in coordination with the Administrative Offices of the United States Courts (AOUSC). In such capacity, the Facilities Manager performs duties such as the following:

  • Leads, supervises, and directs a workforce providing extraordinary facility management services.
  • Plans, administers, and manages work operations and maintenance activities.
  • Develops multi-year programs that coordinate and integrate the planning, programming, budgeting and acquisition of both small (>$500k) and multi-million-dollar facilities maintenance and construction projects.  
  • Develops innovative solutions and provides expert advice the Architect of the Capitol, the Deputy Architect, Chief of Operations, the Marshal of the Supreme Court and the AOUSC on all facilities operations, facilities budgeting, program management, and construction project management for critical Supreme Court and TMFJB matters.
  • Inspires, empowers, and oversees the career growth professional competency of in-house personnel engaged in skilled trades such as electrical, elevator mechanic, plumbing, HVAC, painting, plastering, masonry, gardening and engineer/architect, and program/construction management.  Leverages contract personnel performing the same functions. 
  • Drives functional and operational excellence in facility management projects and programs.
  • Ensures outstanding stewardship of our nation’s assets in the Supreme Court and TMFJB to facilitate judicial business and promote a safe, healthy, and secure environment through the efficient use of resources, integrated facility planning, and sustainable practices.
  • Plans, estimates, coordinates, and supervises structural and mechanical alterations, repairs, renovations, and improvements to the TMFJB and Supreme Court building and grounds.
  • Collaborates with architects, engineers, estimators, and technicians in conducting engineering studies / designs. 
  • Engages in design development with the Architect’s staff and suggests solutions to any problems encountered.
  • Serves as the primary agency advisor on all programs and events involving the Supreme Court and TMFJB. 
  • Establishes and maintains effective working relationships with multiple high-level individuals, including Justices of the Supreme Court and their staff, the Marshal of the Supreme Court, the Facilities and Security Director, AOUSC, other legislative and executive agencies, executives of major corporations, and members of the public as required.

This position is designated as emergency essential. The incumbent serves at the pleasure of the Architect.

Candidates must have proven executive leadership experience leading teams delivering comprehensive facilities and construction management. Must possess the ability to foster and nurture a work environment of mutual dignity and respect while motivating and managing a diverse, multidisciplinary staff.  A candidate with architectural or engineering training is highly desired.  A candidate with construction contract acquisition and all manners of contract administration is highly desired. 

The incumbent must be able to obtain and maintain a Top-Secret security clearance/SCI

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

  • A citizen of the United States;
  • A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B);
  • A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
  • A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or 
  • A person who is currently an officer or employee of the Government of the United States.

Key Requirements:

  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each ECQ and PTQ. Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs, but must address each PTQ.

Professional Technical Qualification (PTQs):

PTQ 1. Demonstrated executive-level experience leading structural, mechanical, electrical and operational activities for multiple administrative facilities (500K – 1,500K SF each). This experience must include the general supervision, administration and direction of in-house personnel engaged in skilled trades such as electrical, elevator mechanic, plumbing, HVAC, painting, plastering, masonry, gardening and engineer/architect and program/construction management as well as contract personnel performing similar functions. 

PTQ 2. Demonstrated experience developing multi-year programs that coordinate and integrate the planning, programming, budgeting, and acquisition of both small (>$500k) and multi-million-dollar facilities maintenance and construction projects. The ideal candidate will have experience directly supporting senior executive clients.

Education

Candidates should possess a bachelor’s degree or higher from an accredited college or university. A candidate with architectural or engineering training is highly desired.
