Duties

Help
  • You will be responsible for being the primary liaison with the 597th Command Army Terminal Group for all of the loading and discharging, exercises, and local area issues.
  • You will be responsible for controlling, coordinating, and expediting, the movement of vessels utilized in accomplishing the mission of the MSCLANT Rep Sunny Point as Civilian-In-Charge.
  • You will be responsible for making recommendations to Masters and Terminal Operator for efficient and economical management of cargo problems.
  • You will be responsible for planning loading schedules for MSC and chartering vessels to minimize loss of time, demurrage charges, etc.
  • You will be responsible for placing delivery orders against Defense Logistics Agency (DLA) fuel contracts and has authority as Ordering Officer for fuel purchases via SEACARD for MSC ships calling Sunny Point or elsewhere in the Atlantic AOR.
  • You will be responsible for submitting an annual budget for MSCLANT Southport Office and for the proper use of the government purchase card, government travel card, and ORACLE inputs concerning financial transactions.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience with MSC organization, as well as its operational, tactical, and administrative relationships with Fleet Commanders, mission sponsors, USTRANSCOM, and its component commanders, the maritime administration, and the Coast Guard.
  • Experience ship characteristics, port facilities, and capabilities, ship capacities and capabilities, cargo loading, related operational conditions, ship stability calculations, stow planning, and securing cargo.
  • Experience planning and organizing programs and independently researching and evaluating shipping information.
  • Experience implement Antiterrorism/Force Protection including DoD Force Protection conditions, Fleet Security Plans, Threat Assessments, and Port Assessments, Individual Ship Assessments, rules of force, and force protection waivers.
  • Experience utilizing the Maritime Homeland Security Operations Planning System.
  • Experience placing delivery orders against Defense Logistics Agency (DLA) fuel contracts as well as budgets for government purchase cards and government travel cards.
  • Experience preparing sailing orders for vessels and briefs masters of Routing Format procedures for vessels making Trans-Atlantic voyages and inspects ships for readiness and appearance and submits performance and overall port performance.
  • Experience arranging the most effective and economical procurement of labor, material, stores, services, etc. and informing the ships of local sources of supplies through which requisitions are to be channeled.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

Specialized Experience

For Marine Transportation positions, experience in:

  1. Planning, directing, and supervising cargo or bulk petroleum movements such as:
    • Embarkation and debarkation, cargo loading and discharge.
    • Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs.
    • Formulating marine transportation traffic plans for personnel and cargo.
    • Scheduling ships.
    • Developing, analyzing, or evaluating cargo lift capabilities.
    • Preparing statistics for planning operations of ships or formulating budgetary estimates of cargo transportation costs.
    • Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer.

    or

  2. Ship chartering negotiation or administration, such as:
    • Chartering commercial ships and space.
    • Reviewing and approving ship operating and damage expenses and marine insurance premiums.
    • Investigating ocean carrier claims for ship damage.
    • Reviewing and recommending action on cargo shortage and damage claims.
    • Analyzing and applying appropriate precedents and regulations.
    • Establishing rates with commercial carriers for special cargoes according to market conditions.
    • Analyzing statements of ship operating costs and preparing estimates to adjust rates or determine the most economical method of transportation.
