This is a Regular Full Time Position (RFT) 35-40 hours are guaranteed a week.

Duties

Help

Plans, develops, coordinates, and manages activities of a diverse Skills Development Program, which includes automotive skills, artis and crafts, framing, and sales. Provides general oversight and supervision of these activities. Studies directives applicable to the operation of the arts auto shop, arts and crafts books, manuals, and catalogs. Plans and coordinates classes, workshops, craft fairs, and contests for Minot AFB residents. Plans and coordinates with other service activities to execute joint programming ventures. Conducts surveys to determine local interest in existing or proposed activities. Plans overall program to provide optimum coverage of those areas. Determines appropriate staffing and hours of operation.

Develops supply requirements to support the operation of the arts and crafts center. Initiations action to obtain supplies through APF or NAF channels. Responsible for maintenance of all equipment and machinery; initiates work orders as necessary. Develops annual budget, which includes salaries, supplies, equipment, and maintenance costs. Compiles monthly reports of expenditures and revenues.

Performs supervisory personnel management. Assigns work to subordinates based on priorities and deadlines. Effectively supervise managers and staff and oversee recruitment and training of all personnel. Keep team members current on ongoing/upcoming promotions, business trends, and safety issues, and assist in any area needed to maintain a smoothly flowing center.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience:
General Experience: Must have experience that shows progressively responsible administrative, professional, technical or other work which has provided a general knowledge of management principles and practices, OR progressively responsible experience in one or more areas involving a skills development environment. Must be able to work an irregular tour of duty, to include weekends, nights, and holidays.
Specialized Experience: Two or more years of specialized experience in a skills development program or facility, which may include teaching art, restoring art, or working as an artist, OR one year of relevant experience equivalent to the NF-III level.
Substitutions for Specialized Experience: One-year related experience PLUS a bachelor's degree in a related area, OR a master's degree in a related area.

Condition(s) of Employment: Must have the ability to read, write, and speak English. Satisfactory completion of a National Agency Check (NAC). Must be physically able to lift and carry objects weighing up to 50lbs.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
