This Library Technician position is accountable to the Deputy Director, Office of Copyright Records. The Library Technician is responsible for inventorying and preparing records for digitization and online access, creating digital records, capturing metadata for digital records, and reviewing content, digital images, and metadata for technical correctness of format and design within established requirements.

This position requires access and use of high value and top tier collections to perform the work of the position. This position requires a Public Trust background investigation at the Moderate risk level.

The incumbent determines appropriate procedure and methodology for digitization given the format and condition of the materials. Operates equipment exclusive to input historical records into database and related systems for the public facing access. Ensures the equipment is cleaned and maintained for optimum performance, referring equipment problems to the supervisor. Ensures materials are returned, inventoried, and stored correctly after digital processing. Uploads digital files to archival systems. Assists with the training and quality control review of work completed by lower graded technicians and contract vendors. Regularly maintains accurate statistical records outlining the status of each project in various phases of production.

Analyzes the digitized records and captures the required metadata according to established procedures and instructions. Conducts research using other Copyright resources, bibliographic databases, and foreign language guides to verify the data. Uploads metadata records to digital content management systems and Copyright records systems for digital collections being displayed online. Plans and performs quality assurance to ensure correctness of content, format, and design to support various metadata capture efforts. Assists with the training and quality control review of work completed by lower-graded technicians and contract vendors.

Prepares and inventories copyright documents and records in a variety of formats, including gold-level collections and permanent records, for digitization and metadata capture. Determines if all records are present and in the correct order. Mends material as necessary and identifies records needing conservation assessment. Records and identifies all missing material or irregularities. Conducts research to fill in missing information. Escalates issues of missing information or irregularities in documentation to appropriate personnel in other units. Updates production management systems with information to track materials. 

Serves as a member of a team or as an individual involved in special projects, such as providing quality reviews, participating in user acceptance testing for Copyright records systems, conducting historical research, and supporting Office Records Management Coordinator and liaisons with records management activities. Serves as a participant in meetings and attends conferences relevant to assigned projects or programs.

Performs other duties as assigned.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
