Summary

This position completes development, adjudicates and authorizes veterans' compensation and pension claims and serves as the primary contact for the veteran and his/her representative or advocate. The VSR Authorizer works in the Decision Review Operations Center (DROC).

Duties

Help

Incumbents of this position adjudicate and authorize veterans' compensation and pension claims and serve as the primary contact for the veteran and his/her representative or advocate. The Veterans Service Representative (VSR) works in the Decision Review Operations Center (DROC) The VSR explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, authorizes payments, and inputs data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it.

  • Conducts interviews in person or by telephone with veterans, representatives, and/or advocates
  • Makes determinations on questions relating to adequacy of military service, adequacy of medical evidence and lay testimony to establish a claim
  • Decide the necessity for and type of examinations or reexamination and opinions to determine the existence of or to evaluate disabilities resulting from diseases or injuries.
  • Analyzes, develops, and requests required evidence for the following claims that may or may not require a rating decision.
  • Adjudicates, develops, and/or issues decisions, and provides notification for the most complex and sensitive claims.
  • Serve as an Authorizer reviewing all required work for other VSRs when a second signature is requires and responsible for ensuring accurate funds are released to the claimant.
  • Works very complex cases as assigned including Court of Appeal for Veterans Claims (CAVC) files, locked files, and private attorney cases involving attorney fees.
  • Prepares and conducts veteran's benefits training to other DROC employees and service organization personnel, as requested.

Work Schedule: Full Time, Monday through Friday, between 6am and 6pm

Physical Requirements: Work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers or books. No special physical demands are required to perform the work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Specialized Experience for GS-11 grade level: One year of specialized experience (equivalent to the GS-10 grade level in the federal service or equivalent public or private sector experience equivalent in difficulty and responsibility); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: experience that demonstrates competence in adjudicating veterans' claims. Specialized experience is typically gained in positions that have involved experience in the development, examination, investigation, adjudication, and authorization of claims for disability compensation, disability pension, death compensation, death pension benefits, life insurance benefits, etc. Such experience is to be substantive and relevant and may have been gained in the practice of law or working with a Federal or state agency, insurance company, retirement, disability, or insurance program.

Applicants may substitute education for the experience required for the GS-11 level.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Must submit transcripts.).
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two years of progressively higher level graduate education.

Combining education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.


Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
