Duties

Help

As a Management Analyst, you will:

  • Serve on a team of federal and contractor personnel that provides critical financial management, budget, procurement, and operational support.
  • Advise and assist Supervisory Management Analyst in guiding, coordinating, controlling, and ensuring the efficient and effective delivery of financial management, budget, procurement, and operations.
  • Work with the staff to provide operational support to RRD Office Directors, Supervisors, and Staff in the formulation and execution of RRD’s various funding accounts and ensure appropriate expenditures and spend-down of those accounts in accordance with the planned budget.
  • Work with the staff to provide operational support to RRD Office Directors and Team Managers in areas related to records management, Freedom of Information Act (FOIA), and the government purchase card (GPC) program.
  • Serve as a Contract Officer’s Representative (COR) in RRD and work with the staff to project annual procurement needs, identify areas for competitive sourcing or cost savings, and deliver superior program performance.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience using basic management tools, such as the Microsoft Office suite, to extract recurring observations from various data sources related to financial management, budget, procurement, and operational support services programs and/or projects.  
  • Experience communicating information and providing recommendations to program or process improvement, either orally or in writing, to key decision makers. 

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience using data management tools to analyze and derive innovative findings and effectively display emerging concepts that foster understanding for enhanced decision making related to financial management, budget, procurement, and operational support services programs and/or projects. 
  • Experience developing briefings, reports, presentations and/or feedback related to compliance or improvement of financial management, budget, procurement, and operational support services programs, projects and/or operational goals. 

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience applying advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of financial management, budget, procurement, and operational support services programs and/or projects. 
  • Experience working with staff to create centralized work processes, track methodologies, and ensure the success of financial management, budget, procurement, and operational support services programs and/or projects. 
  • Experience collaborating with staff and leadership by providing analysis, reports, and recommendations. 

You cannot qualify on education at the GS-12 & GS-13 levels; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  3. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience

RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies.
