Summary

This position serves as the Supervisor for the Finance Section, Support Services Division, for the Baltimore, MD and Newark, NJ Regional Office (RO). The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unit and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the RO budget.

Duties

Help
  • Administer a fiscal program that includes payment for general operating expenditures and payments for supplies and services furnished to beneficiaries.
  • Serve as a subject matter expert on all aspects of fiscal and accounting activities.
  • Provide management and operating officials, advice, and assistance on all financial matters.
  • Formulate, present, and execute the station’s budget.
  • Advise station management on the availability of funds.
  • Maintain an integrated computerized accounting system using the principles of double entry, self-balancing set of books.
  • Establish internal controls to assure that public funds are handled in accordance with applicable laws.
  • Analyze financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program.
  • Administer a program to ensure prompt and accurate payment of employee salaries, benefits, and awards.
  • Maintain compensation, pension, and education benefit payment records.
  • Supervise employees in Operations and Accounting
  • Determine training needs of staff.
  • Advise, counsel, and instruct subordinate employees on work and administrative matters.
  • Interview and select candidates for vacant positions.

Specialized Experience:

For GS-12:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11). Specialized experience is defined as administration and oversite of fiscal programs that include the payment for general operating expenditures and payments. Additionally, candidates must show experience in two of the following areas to be considered:

  1. Administering an agency benefits payment program.
  2. Experience in the functional aspects of the finance section to include completion of financial statements, cost reports, and balance sheets.
  3. Maintaining an organization budget for staff expenditures.
  4. Providing accounting analysis and advice to senior management officials
There is no provision to substitute education for specialized experience at the GS-12 grade level.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. This is not a Virtual/Remote Position.

Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-12.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
