As the Chief Financial Officer (CFO) for the Consumer Product Safety Commission (CPSC), the incumbent advises and assists the Executive Director in fulfilling the agency's responsibilities for the planning, analysis, justification, control, procurement, internal control review, and reporting of all agency's fiscal resources. This includes strategic management, enterprise risk management, and performance measurement.

Specific activities associated with this position include:

  1. Providing oversight, analysis, and financial management of Commission resources to ensure that financial management policies and programs integration are aligned with the agency's strategic goals, objectives, and performance outcomes. Program responsibilities include: establishing policies and procedures, planning and directing the justification and utilization of budgetary resources, ensuring compliance with federal financial regulations and reporting requirements in the areas of budget, financial management and accounting, acquisition planning, grants management, contracting and procurement, and internal control review.
  2. Leading financial workforce teams to develop and maintain an integrated planning, budgeting, performance reporting, accounting, and financial management system, including financial reporting and financial management internal controls.
  3. Monitoring the financial execution of the agency's budget in relation to actual expenditures, acquiring goods and services, monitoring the quality and performance of on-going activities, analyzing activities to proactively identify potential performance problems, and preparing and submitting timely financial and performance reports to the Executive Director.
  4. Serving as the agency's Performance Improvement Officer. The Performance Improvement Officer, as defined in the Government Performance and Results Improvement Act, and supports the agency head in conducting performance reviews, as well as in goal selection, analysis, cross-agency collaboration, alignment of personnel performance appraisals, and communication of performance information.
  5. Developing and providing leadership to a program of agency internal control review consistent with OMB circular A-123 and agency needs and designed to foster effective internal controls agency wide.

This is a Public Trust Position. Employment in this position requires a background investigation. MANDATORY TECHNICAL QUALIFICATIONS: In addition, all applicants must submit a separate written narrative response to each of the following MTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your MTQs in a word document and then insert into our system (limit of 6,400 characters for each narrative).

  1. Demonstrated experience leading a staff responsible for the full range of financial management functions and responsibilities, including: budget formulation and execution, financial accounting principles and reporting, measuring organizational performance, federal contracting practices and regulations, enterprise risk management, and internal management control.
  2. Comprehensive knowledge of the Government Performance and Results Modernization Act and the demonstrated ability to lead the development of an agency-wide strategic plan, annual performance plans, and to monitor and report results.
  3. Comprehensive knowledge of the federal government's budget appropriations cycle and execution processes, including OMB Circular A-11.

Applicants will be rated and ranked by the CPSC Executive Resources Board (ERB) using only the information submitted for consideration. Applicants are to separately address the ECQs (unless exempted) and the Technical Qualifications question listed in the announcement by documenting demonstrated experience, training, and/or education. Applicants who do not separately address the required qualifications will be ineligible for consideration. The ERB will rate and rank each applicant based on the qualification requirements and refer the top candidates to the selecting official. The selecting official will consider the best qualified applicants referred based on the information provided, and possibly a personal interview. The ERB will approve the final selection and forward to the Chairman. In competitive cases, the Office of Personnel Management (OPM) will certify qualifications through the OPM Qualifications Review Board.
