Summary

This position is located in the Office of Information Technology, Division of Health Information Technology, Division of Health Information Technology and Modernization & Operations (DHITMO). The incumbent will serve as an advisor to the management team in evaluating data, processes, and procedures to determine the effectiveness of the Indian Health Service Health Information Technology related to program operations, management, and organizational efficiency and productivity.

Electronic Health Record (EHR) Application Configuration Management and Support:

  • Electronic Health Record (EHR) Application Configuration Management and Support:
  • Plans, analyzes, designs, and modifies Electronic Health Record software applications and systems.
  • Serves as an EHR system expert in the design, build, validation, implementation, and maintenance of designated commercial EHR applications in clinical settings.
  • Functions as a liaison and advocate for enterprise software applications between EHR clinical and business end-users, clinical advisory groups, and clinician users of all disciplines.
  • Evaluates proposed EHR configuration solutions for implementation and recommend changes to workflows, order sets, and clinical content.
  • Develop EHR configuration baselines and contribute to change control processes to implement new configurations and workflows.
  • Analyzes vendor software release documentation and assesses potential impacts on established configurations.
  • Reviews interfaces within and across various HIT applications and ensures continuous interoperability with downstream systems and applications.
  • Maintains all EHR configuration documentation, procedures, and processes.
  • Analyzes and assesses proposed changes from multiple sources that impact EHR system configurations, develops impact assessments, and recommends actions to support the adoption or rejection of a proposed change.
  • Stays current with EHR application features and capabilities.
  • Provides EHR application education and assistance to clinical and business end-users.
  • Meets with relevant personnel and coordinates information-gathering sessions and workflow observations.
  • Assesses Vendor clinical and business workflow integration issues related to commercial EHR/EMR system design and recommend changes as necessary.
  • Participates in system testing, change control processes, implementation, and performance monitoring activities.
End-user Support Duties:
  • Provide on-site and/or remote support for end-users during EHR training go-live implementation activities.
  • Conduct on-site training events when necessary to support EHR go-live implementations.
  • Coordinates with Service Desk support personnel to provide application assistance to clinical and business end-users.
  • Proactively supports end-users to enable full competency of an EHR.
  • Provides regular updates regarding EHR implementation status and provides appropriate issue escalation.
  • Communicate software application concepts using presentations, demonstrations, or formal documented reports.
Quality Improvement Analysis:
  • Analyzes application performance and support requests to determine patterns associated with functionality or human-centered design flaws that require intervention and recommends improvements.
  • Documents configuration issues at EHR go-live events and design mitigations to improve EHR operations.
  • Evaluate quality improvement processes that impact configuration and/or clinical workflows to support improved technology response and positive patient outcomes.
  • Utilizes expert Health Information Technology knowledge and judgment to drive outcomes for improved software utilization that promotes best practice use of technology.
  • Evaluate software functionality and articulate requirements to support change requests.
  • Development systematic and structured approaches to evaluate software performance to improve clinical and business outcomes.
Project Management:
  • Utilize project management concepts, tools, and techniques to plan, organize, and execute all assigned tasks.
  • Utilize knowledge and experience in project management to define project scope, identify deliverables, manage risks, and communicate across teams to achieve goals and objectives.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Qualifying examples of specialized experience must include but is not limited to:

1. Experience leading or serving on a team responsible for the planning and coordinating the configuration, sustainment, and upgrade of commercial enterprise-wide Electronic Health Record (EHR) applications and systems;

2. Experience in assessing clinical and business workflows and applying that knowledge to building baseline EHR configurations; AND

3. Clinical experience (Nursing, Pharmacy, Laboratory, etc.) in a healthcare setting and applying that knowledge in assessing clinical workflows to build baseline commercial EHR configurations for EHR go-live events.

In addition to the specialized experience statement, applicants must also possess the following:

Oracle Cerner EHR Millenium Fundamentals OR Oracle Cerner Millennium Core Certification

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
