Summary

The incumbent serves as a section supervisor within Infrastructure Operations (IO), Operations Control and Consolidated Mobile Outpatient Pharmacy (CO/CMOP). Serves as an advisor to the Program Manager for planning all facets VBA IT Support. They pan, direct and coordinate work of a group of highly technical and skilled information technology specialists who provide support for hardware and software installations, applicant control and configuration and maintenance of VA automated applications.

  • The incumbent directs a staff of highly technically skilled IT Specialists and manages their activities involving planning, installing,
    and managing the VA enterprise systems in support of IO architecture, security, and business needs.
  • Manages broad range of systems, analysis, coordination, problem research, problem resolution , control activities in a mainframe and open system environment.
  • Responsible for the coordination of all functions of the shift, including the planning, direction, evaluation, control and operation of all electronic batch jobs, file transfers, monitoring and production output executed on host systems, Open/Automated Systems) used to deliver benefits.
  • Establishes and maintains a close working relationship with management officials in various VA services and staff offices to keep abreast· of the VA' s information systems needs and ensure the organization functions to provide effective services.
  • Assures that Department and Information Resource Management (IRM) guidelines for EEO, employee development programs, affirmative action, merit promotion, and negotiated agreements, etc., are followed.
  • Develops internal procedures to insure that employees are informed of all aspects of personnel programs; interviews candidates and makes selections.
  • Evaluates the performance of employees, ensuring performance appraisal distinctions are made between different levels of achievement; initiates disciplinary actions; promotes challenges and innovative thinking and techniques and oversees employee EEO matters.
  • Maintains control of Project Management and Resources related to section.
  • Controls activities that include change orders for maintenance and testing initiatives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. You may qualify based on your experience as described below.

Specific Specialized experience includes applying IT concepts, principles, and practices to plan and carryout difficult and complex assignments; developing new methods, approaches, and procedures to plan and execute electronic batch jobs and file transfers using Job Control Language (JCL); modifying specific jobs that run on mainframe and open system software (CA7, Control M); serving as a subject matter expert in IT project management to include developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitor activities, and/or evaluating and reporting accomplishments; leading, planning and/or managing the work of IT teams and projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
