Help
  • The purpose of this position is to serve as a National Environmental Policy Act (NEPA) program manager and environmental compliance planner for Fort Bliss installation.
  • Applying sound and professional/technical knowledge and in depth understanding of environmental laws and regulations regarding all environmental media.
  • Makes independent decisions regarding the participation of specific subject matter experts in review, analysis, and decision making.
  • Coordinates and Facilitates National Environmental Policy Act review and analysis with the public, regulators, reviewers, attorneys and other interested parties.
  • Provide answers to policy and regulatory questions concerning the installations compliance with the National Environmental Policy Act and the integration of the diverse requirements of laws and regulations relating to environmental media.
  • Prepares, coordinates and carries to completion all levels of environmental documentation required for compliance with NEPA.

  • Must be able to obtain and maintain a Secret clearance to have access to classified information and attend classified materials.
  • Required to obtain/maintain a valid state drivers license.

In order to qualify, you must meet the requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement Natural Resources and Environmental Management Officer:

A. Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Requirement Supervisory Physical Scientist (Environmental):

A. Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience which includes courses equivalent to a major, as shown in A above, that included 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement, to qualify for this position you must also meet qualification requirements listed below:

Specialized Experience GS-11:


Specialized Experience: One year of specialized experience which includes experience researching environmental laws and regulations for the National Environmental Program Act (NEPA) program; conducting analysis on compliance with NEPA; and providing answers to issues on environmental compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, physical science, engineering, or mathematics or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized experience GS-12:

Specialized Experience: One year of specialized experience which includes experience applying environmental laws and regulations to evaluate the adequacy of the National Environmental Program Act (NEPA) program; preparing environmental documentation required for compliance with NEPA; providing answers to policy and regulatory questions regarding compliance with NEPA; and providing guidance on environmental compliance planning and NEPA compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
