Summary

This position is in the Finance Office, within the Administrative and Operations Branch, Western Federal Lands Highway Division. The position performs a wide range of analytical, technical, and administrative duties that are critical elements of the budgetary processes. The duties may include distribution of highway funding and obligation limitation; providing technical assistance and budgetary information for a variety of stakeholders; and authorization of the Division’s programs and funding.

As a Budget Analyst, you will:

  • Develop annual overhead budget, participating in all stages of the budget formulation and justification process.
  • Collaborate with program offices and other necessary partners on preparing narrative and performance materials.
  • Review and analyze budget submissions from program offices as well as other Federal agencies.
  • Closely coordinate and collaborate with senior analysts to facilitate the analysis/assessments of matter with budgetary, funding, and/or policy implications for WFL programs and activities.
  • Work with senior analysts and Financial Manager to develop and maintain information systems processes, policies, and internal controls for proper stewardship and oversight of budget operations.

The ideal candidate is a motivated professional with experience performing a wide variety of assignments involving assistance to budget formulation, funding calculations, providing technical assistance, and implementation of the budgetary provisions of enacted legislation. The ideal candidate thrives in a fast-paced environment with significant responsibility and visibility.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the education or specialized experience qualifications for the grade.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher-level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:

  • Experience performing a variety of budgetary and administrative functions associated with all phases of the budget process (e.g. formulation, justification, presentation, and execution); OR
  • Experience assisting or preparing preliminary budget estimates and reviewing justifications for program support activities, including assisting or preparing special reports on budgetary issues or budgetary planning. OR
  • Experience organizing, analyzing, and interpreting financial data and statistical information.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
2. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
4. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
5. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
