Duties

Help

As a Chief Resident Services, you will:

  • Direct, coordinate, and supervise the efforts of approximately 20 employees in the Resident Services area. Serve as Resident Service's budget Program Manager with responsibility for planning, programming, estimating and budgeting in his/her functional area(s) of mission support.
  • Coordinate with the Agency's Chief Human Capital Officer and the Bureau of Fiscal Services' (BFS) Human Resources team regarding Requests for Personnel Action for Resident Services employees. Review facts of individual disciplinary cases prior to endorsement to ensure proper level of discipline is administered and the discipline is equitable in relationship to other disciplinary. Participate in AFRH Grievance System at directorate level.
  • Be responsible for Independent Living (IL) residential facilities of the Home with capacity of approximately 600 residents. Provide multifaceted admissions, religious, recreational, sports, dining, and entertainment programs for IL Residents of the Home. Manage physical spaces in which programs are delivered/performed, i.e., bowling alley, facility exercise rooms, the central auditorium/movie theater, a variety of hobby and craft shops, card rooms, the members' visitor lounge and day rooms. Conduct the Leisure Learning program for continuing adult education, self-improvement, and skills development.
  • Act on behalf of the Director on all matters of order and discipline for the Home IL Residents. Hearing Officer responsible for examining all infractions of Resident discipline and violations of Home directives and policies. Conduct administrative hearings and issue disciplinary judgments. Coordinate rehabilitative efforts for Resident with other functions of the Home.
  • Serve as a member of the Resident Fund Advisory Board (RFAB). The Chief, Resident Services, the Chairman of the Resident Advisory Council (RAC) and the Resident Members of the RFAB, as members of the RFAB are responsible for the preparation of the annual fiscal budget for the benefit of the Residents of the Home.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-14 level: You must have at least one year of experience at or equivalent to the GS-13 level in the federal service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. Specialized experience is defined as:

  • Applying management techniques and methodologies in the development of programs for a healthcare environment, such as admissions, recreation services, food services, chaplain programs, and volunteer programs; AND
  • Providing administrative direction in a healthcare environment, to include: budget development and management, recruiting and staffing, authorizing personnel actions, conducting performance reviews, or conducting grievance hearings; AND
  • Leading a performance improvement committee to correct, monitor and maintain deficiencies that may affect a healthcare institutions accreditation, and preparing for and involvement in a healthcare agency's recurring accreditation process, such as with the Joint Commission.


SPECIAL NOTE: Long-term care experience and/or interacting with geriatric patients is highly desired.

  • Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
