Duties

Help

As a Management Analyst (IT Workforce Planning), you will:

  • Develop and implement the IT workforce plan that enables human and fiscal resources are in place, roles are understood, and the necessary communication, marketing, and coordination is occurring within the organization to align IT workforce requirements directly to the agency's strategic and annual IT business plans.
  • Analyze the workforce by determining what the current IT workforce resources are and how they will evolve over time.
  • Monitor, evaluate, and revise progress against milestones, assessing for continuous improvement purposes, and adjusting the plan to make course corrections and to address new workforce issues when necessary.
  • Develop workforce workforce strategic plans that incorporate recruiting, training/retraining, restructuring organizations, contracting, and succession planning to strategically position the Agency to deal with its future human resource needs.
  • Partner with workforce development, education, and training to identify short and long term skill gaps and develop a plan of action and milestones to close the gaps.

The ideal candidate: DOT OCIO is seeking a professional to provide expert guidance and strategic concepts to support the professional development of the OCIO workforce. The candidate should be well versed in workforce planning principles, workforce analysis to determine gaps and capabilities, and supporting compliance efforts.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience developing and/or implementing new and/or improved management processes and systems based on findings from workgroups, surveys, and interviews.
  • Experience evaluating a workforce to assess an organization's diversity and inclusion policies, strategies or approaches to meet agency mission requirements.
  • Experience supporting management processes and systems to ensure compliance with federal, departmental and agency management practices, policies, and procedures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Administration and Management – Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Workforce Planning – Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
  3. Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). 

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
