  • Serve as an assistant and advisor to the GPO CISO in the areas of access control security, security operations, security evaluation, management and configuration security Infrastructure for all GPO program areas and support organizations.
  • Provide leadership and day-to-day line management of the IT Security Division for all aspects of the division's responsibilities and operations.
  • Responsible for ensuring that the Divisions services are delivered to GPO internal users (all employees and affiliates/contractors) and GPO customers and business partners (external parties to GPO).
  • Oversee the development, maintenance, and testing of the GPO IT Security Program and the GPO IT Security Program Statement of Policy and obtains the CISO approval forward through GPO senior management for promulgation.
  • Establish business process continuance plans to maximize systems availability; ensures timely, effective responses to system failures; and monitors and tests contingency planning processes/procedures

Qualifications

Information Technology (IT) Management Series, 2210 (Alternative A)

Basic Requirements
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited
institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information
science, information systems management, mathematics, operations research, statistics, or technology
management or degree that provided a minimum of 24 semester hours in one or more of the fields
identified above and required the development or adaptation of applications, systems or networks.


Experience:
Individuals must have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:

you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the PG-13) grade level in the Federal Service. Specialized experience for this position includes:

(1) Conduct IT security research sufficient to plan, develop and coordinate IT security program and strategies. (2) Formulate IT security program initiatives in response to critical IT security issues. (3) Plan and coordinate implementation of IT security defense strategies to protect the IT infrastructure. (4) Perform infrastructure project management, system security certification and accreditation requirements and processes; and ensure coordination and collaboration on security activities. (5) Exercise tact and discretion, sufficient to persuade and influence others to accept the IT Security Division's proposed solutions regarding

Background Investigation:
Top Secret:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Top Secret. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Top Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Top Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
