Duties

Help
  • Serves as the Chief of the Financial Management Branch on a large installation with responsibility for both appropriated fund (APF) and nonappropriated fund (NAF) Installation Moral, Welfare, and Recreation Fund (IMWRF).
  • Management responsibilities include; directing the preparation, analysis, justification, and execution of the Community Activities Command Budge Estimate (CBE) operating budget, NAF annual operating budget, APR/NAF support budget,
  • Capital Purchases and Minor Construction (CPMC) and major NAF/APF construction budgets, NAF procurement functions, IMWRF Five Year Plan, and personnel administration.
  • Serves as the primary technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters.
  • Develops and monitors quality control procedures for all NAF operations; (revenues, expenditures, inventory ceilings, cost of goods sold, labor, net income percentages, and personnel requirements)
  • Exercises financial oversight for installation private organizations, certifies availability of funds, MWR Card Program, Unit Funds, Government Travel Cards, RIMP Insurance, payroll and other expenditures.

Qualifications

  • Demonstrated ability to preform assigned duties using theories, principles, practices, and techniques of generally accepted accounting principles.
  • Experience should include; interpreting and assessing program financial performance using standard financial management systems; balance sheet and P&L statement results; applying commercial budging techniques; supervisory experience.
  • Progressive responsibility in budget or finance the provided knowledge of NAF and APF regulations on budgetary processes and requirements.
  • Demonstrated knowledge and ability to transfer funds between accounts (line items; sub-projects, or identifying excess funds for transfer)
  • Excellent organizational skills; verbal and written skills
  • Proficient in Microsoft Office Applications and other software as required
  • Able to meet stringent deadlines within a fast-paced environment.

Best Qualifying Criteria
  1. Work Experience directing/managing DFMWR Financial Management for a Garrison, or similar civilian community, for at least one year.
  2. Knowledge of programming, planning, budgeting, and long-range planning.

Highly Preferred Criteria
  1. A minimum of one (1) year experience at the Financial Management Chief level or equivalent level of responsibility.
  2. Two years of supervisory experience.
  3. Operational and leadership experience in Financial Management to include three (3) of the following: Budgeting, Internal Controls, Manpower and 2 years of experience in managing projects.

Pay-Band Allowances and Differentials
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. Sunday premium may be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. Night differential may be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Allowances, differentials, or incentives may be paid. These allowances may include Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA) and requires a Transportation Agreement in accordance (IAW) the provisions of the Department of States Standardized Regulations (DSSR).
  • Post allowance may be paid in accordance with the Department of States Standardized Regulations (DSSR), contingent upon eligibility.
