Duties

Help
  • Serves as an expert advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
  • Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
  • Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
  • Initiates action to insure that cost, schedule procedures and policies are current and implemented.
  • Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year probationary period may be required.
  • Must be able to obtain and maintain Secret Security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement for Practitioner certification in Business Financial Management (BUS-FM) within 60 months of entrance on duty.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).1) Performing analysis of major Project Management programs, 2) Performing a wide variety of budget functions supporting major program management acquisition programs and/or projects, 3) Providing financial advisory services for one or more funding lines or type of funds.

  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
