Duties

Help

Designs, develops, programs, and implements applications. Analyzes user requirements to design system components and functional specifications; prepares detailed program design specifications; defines data and system requirements. Monitors existing systems; makes and implements enhancements to improve the efficiency of program operations and user information needs. Prepares and reviews technical documentation of configurations, processes, procedures, and products/systems and suggests changes. Other duties, as assigned.

  • Knowledge of diagramming, flow charting and detailed analysis and program documentation.

Required Work Experience

  • GED with 8-10 years of relevant work experience; Bachelor's 5-8 years of relevant work experience; Master's with 3-5 years of relevant work experience.

Required Special Skills/ Knowledge

  • Knowledge of programming languages, data structures, utilities, and software packages for software development.
  • Knowledge of SDLC methodology including Agile.
  • Working knowledge of the principles of Agile development methodologies.
  • Working knowledge of running applications in a containerized environment.
  • Working knowledge of deploying and securing application in a Cloud provider.
  • Working knowledge of unit testing and continuous integration.
  • Working knowledge of web and mobile frameworks and User Interface toolkits.
  • Working knowledge of source code control and versioning systems.

Desired ServiceNow Platform Experience

  • Minimum of 3 years of experience with implementing and supporting the following ServiceNow platform features/functions.
  • 3+ years experience working with implementing and supporting the following ServiceNow platform features/functions, including:
  • Configuration Management Database (CMDB).
  • IT Service Management (ITSM).
  • IT Asset Management (ITAM).
  • Service Catalog and Service Portal.
  • Workflows.
  • Knowledge Management.
  • Key Performance Indicator (KPI), Reports, and Dashboards.
  • Roles and Permissions Management.

Desired Skills

  • Proven ability to work in an Agile team environment, including user story development, testing, and implementation.
  • Strong ability to manage multiple responsibilities with close attention to detail.
  • Excellent verbal and written communication skills for effective collaboration with team members, customers, consultants, and management.
  • Capability to work independently with minimal supervision, showing initiative in addressing issues.
  • Proficiency in providing professional, tactful, and helpful technical assistance to users.
  • Ability to work under tight schedules and meet deadlines.
  • Technical knowledge: Proficient with Oracle, SQL Server, .NET, and Java.
  • Systems integration: Skilled in developing system interfaces such as APIs, SOA, RESTful, JSON).
  • Custom application development: Background in developing custom applications.
  • ServiceNow application expertise: Experience with ServiceNow applications such as HR Service Delivery (HRSD), IT Operations Management (ITOM), IT Business Management (ITBM), and Customer Service Management (CSM).
  • Agile/Scrum experience: Involved in Agile and Scrum methodologies, particularly in the software development life cycle (SDLC).
  • Requirements management: Experience with tools like GitLab for managing requirements.
  • UI/UX design: Understanding of UI and UX design principles.
  • Certifications: ServiceNow certifications (e.g., Certified Application Developer, Certified System Administrator) and ITIL certification or familiarity with ITIL foundations.
  • Cross-functional collaboration: Effective at coordinating between cross-functional teams to deliver solutions.

Working Conditions

  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be
    available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted (TID and EA only). The U.S. Senate network cannot be taken offline for
    maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays (EA only).

Security Clearance

  • This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

High School Diploma, GED.
