Summary

You will serve as a GG-2210-14 Supervisory IT Specialist (Application Software)at the NAVIFOR, Hopper Global Communications Center, Business Operations Department, Integration and Testing Division in Suitland, MD. As the Information Technology Service Management Division Chief of the Integration and Testing Division, you will direct day-to-day operations regarding systems integration, testing, and implementation in accordance with all applicable security guidelines and standards.

  • You will oversee government-off-the-shelf and commercial-off-the-shelf software evaluations and/or analysis, validating process and procedures, and ensuring that they are effective and aligned with best practices.
  • You will ensure a customer-focused approach to delivering IT services that emphasize value to the customer and relationships among organizational entities.
  • You will perform technical oversight of contracted activities, and monitor cost, schedule, and performance of contract delivery orders and tasks performed for the division.
  • You will develop performance standards; provide necessary advice, counsel, and instruction; communicate goals, objectives, and assessments; and identify training needs.
  • You will set priorities, goals, and deadlines for divisional work and form the final determinations on how to plan and accomplish such work.
  • You will have full supervisory responsibilities over civilian and military personnel.

  • This position may require a 2-Year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 671; see Additional Information section.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:

1) Leading and managing information technology (IT) project management, systems development and test environments, and systems integration and testing, and independent verification and validation (IV&V) functions of Naval Intelligence Information Technology capabilities; 2) As a supervisor, setting priorities, goals, and deadlines for divisional work and forming final determinations on how to plan and accomplish work; 3) Incorporating organizational best practices into processes and activities to ensure a customer-focused approach to deliver IT services that emphasize value to the customers and relationships among organizational entities; 4) Providing recommendations on long range plans, goals, and objectives for the department and division; 5) Monitoring the cost, schedule, and performance of contract delivery orders and tasks performed for the division; 6) Monitoring resource allocations and performing technical oversight of contracted activities.

"This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area [67] and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:-- 1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;-- 2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor."
