Summary

This position is located in the Office of Human Resources (OHR), Office of Deputy Staff Director (DSD) for Management and Administration, Federal Election Commission. OHR is a dynamic, team oriented, small office of dedicated professionals providing the full range of human resources (HR) services. The Lead Human Resources Specialist will provide policy guidance and operational support to the OHR team, managers, and agency staff in all areas of human resources (HR) management.

Duties

Help

As the Lead Human Resources Specialist in this position, you will:

  • Provide technical advice and assistance in various HR programs such as: recruitment & placement, performance management, compensation, employee benefits, training, employee relation, HR development, personnel action processing, and data reports, as needed.
  • Advise FEC leaders and staff on all aspects of HR programs issues including pay administration, Fair Labor Standards Act (FLSA), bargaining unit inclusion, position designation, OPM guidance (e.g., Guide to Processing Personnel Actions), agency personnel instructions, collective bargaining agreements, Employee Relations, Benefits, and Performance Management.
  • Serve as coach, facilitator, and/or negotiator in coordinating team initiatives, strategic planning and consensus building activities among team members
  • Monitor, interpret, and implement new or proposed complex legislation, regulatory, and/or policy guidance affecting HR program areas.
  • Collaborate with Director on program implementation, monitoring goals, interagency reporting requirements and the preparation of the FEC's annual reports.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

You must have at least one full year of specialized experience. This must include activities such as: (1) developing agency-wide related policies ensuring alignment with statute and regulation and achievement of program objectives; (2) applying human resources rules, policies, regulations and procedures to provide advisory services to managers and employees on pay, leave, premium pay, or work schedule issues; (3) conducting briefings or presenting findings and solutions related to various audiences regarding pay, premium pay, leave, hours of work, or work schedules; (4) developing strategic policy documents in the areas of pay, premium pay, leave, hours of work or work schedules.
This experience must be comparable in scope and responsibility to the GS-13 level in the Federal service (obtained either in private or public sectors).

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

In addition, you must provide a cover letter describing your experience with the competencies identified below:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Organizational Performance Analysis - Knowledge of the methods, techniques and tools used to analyze program, organizational and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications and accountability systems.
  • Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations.
  • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.
