Summary

The primary purpose of this position is to serve as a first level supervisor to a geographically dispersed workforce, providing planning, directing, organizing, and exercising control over non-supervisory GS-2210 series employees(grades 09-13 assigned to the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Infrastructure Operations (IO), Infrastructure Cybersecurity Management(ICSM). The incumbent serves as a working Supervisor under an ICSM Service Line Manager.

  1. Applies knowledge of priorities to define an entity's direction, determine how to allocate resources, and identify programs or infrastructure required to achieve desired goals within domain of interest. Develops policy or advocates for changes in policy that support new initiatives or required changes/enhancements that coincide with larger agency mission and/or business goals and objectives. Ensures rigorous application of information security/information assurance policies, principles, and practices. Develops contextual workforce training and education courses of enterprise level requirements.
  2. Undertakes enterprise operations and infrastructure level assignments of a special or critical nature; evaluates the impact of changes in business needs, evaluates feasibility, identifies solutions, and presents recommendations to service line manager.
  3. Directs and manages technical teams in the daily operations and maintenance of systems and infrastructure.
  4. Facilitates the effective exchange of information between stakeholders at all levels by sponsoring regular meetings, teleconferences and coordinating sessions to ensure all critical parties are informed and involved in decision making activities and maintenance events.
  5. Provide daily support and management of services provided including security services such as endpoint security tools.
  6. Responsible for the analysis and development of the integration, testing, operations, and maintenance of systems security
  7. Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.

  • Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • Specialized Experience: ONE YEAR SPECIALIZED EXPERIENCE EQUIVALENT TO THE GS 12 GRADE LEVEL. Examples of qualifying specialized experience include: Working with stakeholders to resolve computer security incidents and vulnerability compliance. Applying service-oriented security architecture principles to meet organization's confidentiality, integrity, and availability requirements. Reviewing, conducting, or participating in audits of cyber programs and projects. Knowledge of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
