Duties

Help

The Chief Technology Officer provides guidance, oversight, and direction for the application of information technology within the Department of the Air Force (DAF), ensuring that the DAF uses best-in-class technologies and practices in support of its missions.

The CTO:

1. Supports the Chief Information Officer in ensuring that information technology infrastructure supports the current and future needs of OAF processes.

2. Works closely with U.S. Air Force (USAF) and U.S. Space Force (USSF) organization, i.e. appropriate numbered Air Forces, Major Commands, Field Commands, and Direct Reporting Units, to understand issues related to the operation, threats, and defense of the DAF information technology infrastructure, and identify potential technology answers to these issues.

3. Develops and maintains relevant information technology road maps.

4. Supports enterprise architecture through the development and maintenance of information technology reference models and information technology transition plans. These models and plans document what technologies, standards and practices the DAF will adopt at enterprise level, and how this adoption will be executed.

5. Supports the CIO in discharging its duties under the Clinger Cohen act, in particular, in validating the technological viability of IT investments.

6. Works with research laboratories, industry, academia and acquisition experts to identify best-in-class technologies and practices.

7. Develops, maintains, and leads a network of key information technology engineers within the DAF and across industry and academia to enhance the identification/ development, review, and adoption/dissemination of new standards and technologies.

8. Maintains clear, published, executable short-term priorities that will be shared across all key stakeholders in the information technology 'supply chain'.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Demonstrated knowledge and experience in information technology (IT) strategic road mapping, IT infrastructure development and management, systems integration, IT acquisition and vendor management, IT lifecycle management, and hardware and software development.

2. Expertise in Zero Trust, Cloud, DevSecOps, Data, Kubernetes/Containerization, AI/ML and other technologies.

Education

Bachelor's degree from an accredited institution in an engineering or technical field is highly desired. A master's or advanced degree in an appropriate technical field or management is highly desired.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical or senior professional qualification standards will eliminate a candidate from further consideration. A screening panel composed of a diverse mix of senior executives selected for their relevant organizational and/or functional backgrounds will evaluate the candidates for this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, the panel will meet to discuss each application and reach a consensus decision as to the best qualified, qualified, or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval.
