Summary

These Information Technology (IT) Specialist (Senior Full Stack Engineer) positions are in the Technology Solutions Office (TSO), headed by the Chief Technology Officer, under the Department of Technology Services (DTS). Duties

Help

The incumbents of these positions are expected to participate in efforts and take on one or more of the following roles to:

  • Provide governance guidance and/or manage the centers of excellence for various technology platforms;
  • Assist in conducting research studies, experiments, and investigations in alignment with project objectives and organizational priorities; and
  • Work with partnering offices within the agency to implement new technical capabilities and platforms in support of all judiciary modernization efforts, as described within the Judiciary's IT Modernization Strategy.
The technology capabilities will include, but are not limited to, cloud-based technology (AWS, Azure, Google, Oracle), artificial intelligence, robotic process automation; software development methodologies and platforms such as DevSecOps, CI/CD pipelines, low/no code development, and human-centered design; and other technology framework and standards such as zero trust architecture, continuous diagnostics and mitigation, and data classification and categorization.

The incumbents are expected to be technology versatilists and collaborative team players to drive innovation within the judiciary. Based on the unit assigned to, the incumbents are expected to accomplish any number of the following duties, however, duties are not limited to:
  1. Leading a team of federal and contractor staff to create proof of concepts to demonstrate the feasibility and value of adopting these innovations
  2. Lead the efforts to prototype and pilot new technology innovations.
  3. Partnering with other offices to implement modernization initiatives to enhance operational efficiency and scalability and provide value-added solutions to the judiciary.
  4. Developing and maintaining best practices and driving organizational change by promoting a culture of innovation within the Center of Excellence.
  5. Providing governance guidance to the judiciary on technology adoption.
  6. Providing technical guidance and mentorship to junior team members.
  7. Staying current on industry trends, emerging technologies, and best practices in research and innovation to identify opportunities for improvement and advancement.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working with emerging technologies in a non-production environment, with the explicit intent of determining how best to leverage these technologies to assist with the business goals of the organization.

Desired, but not required: The ideal candidate for these positions will have a bachelor's degree in computer science, engineering, or related field.
