Duties

Help

  • Serves as a technical lead and manages the software development of multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale IT Software Projects or assigned automated information systems (AISs) to support business customer needs. Solves significant problems complicated by interfaces and interrelationships between and among programs, systems functions, policies, and numerous critical issues.
  • Supports the enterprise services including DevSecOps, data integration, middleware, security solutions, reporting and visualization, and other processes to provide an effective environment for development operations.
  • Creates and/or provides technical input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor-supported APDB projects. Uses Agile/DevSecOps methodologies to monitor and maintain the system development through production delivery.
  • Develops project plans, mitigates risks, and validates project expenses and invoices (e.g., actual cost against budgeted expense) and communicates information to all project stakeholders.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized Experience is defined as experience leading and developing software for multiple platforms, designing and implementing Web Applications, Web Frameworks, data integration in a multi-cloud/hybrid environment and experience in Low Code No Code cloud platforms for Customer Relationship Management (CRM) or Business Process Management (BPM).

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  1. Skill in applying information technology principles, concepts, methods, standards and practices to lead and manage the development of IT Projects/Products; Project Management Life Cycle, Software Development Life Cycle (SDLC), Configuration Management Framework, ITIL Framework, Agile/DevSecOps Methodologies, Security Awareness, Documentation life cycle, Requirements analysis, IT Infrastructure and Task Order Management.
  2. Skill in designing and implementing enterprise solutions such as web applications, web frameworks, integrations, CRM and BPM using low code/ no code Software as a Service (SaaS) platforms.
  3. Knowledge of application architecture, Database, Networking, and Security.
  4. Knowledge in designing and implementing integration patterns in various data exchange formats such as XML, JSON etc., and web services protocols such as REST/GraphQL in a hybrid/multi-cloud environment.
  5. Skill in performing gap analysis and executing the road map implementation plan for application release management and environment management strategy in a multi-cloud hybrid environment.
  6. Knowledge of information technology theories, principles, concepts, and accepted practices of technical program management in order to align IT systems with the mission, goals, and business processes of the organization.
  7. Knowledge of analysis techniques that will be used to monitor contractor deliverables and develop solutions to developer issues.
  8. Ability to communicate effectively at the managerial or technical level, and to deal creatively with divergent opinions and objectives.
  9. Ability to develop professional working relationships with stakeholders/counterparts throughout the organization to develop project plans and attain established objectives.
