Duties

Help
  • You will monitor work and family life staff assignments to ensure status, progress, timeliness, quantity, and quality of work meet mission objectives.
  • You will develop family and service member programs to meet the requirements of a serviced community.
  • You will conduct education and training in support of established family program directives and instructions.
  • You will brief senior level leadership on the progress achieved toward meeting fleet and family strategic objectives.
  • You will monitor and coordinate family life services related to personal financial management programs.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • In cases of emergency situations involving military families may be on a twenty-four hour, seven-day week, on call status.
  • Required to board Navy vessels to provide MFSC programs to crewmembers while the ship in port or underway in route to homeport, must be able to traverse ladders on board Navy vessels.
  • The incumbent may be required to work overtime as needed.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Providing family readiness program development (such as consultation, education, readiness assessments, referrals and follow-up services.) for various social service programs; 2) Developing assessment tools to determine organizational and individual needs for social service programs; 3) Providing technical analysis and recommendations to increase efficiency and effectiveness of family readiness programs in directing work to office staff; 4) Collecting technical data in order to create statistical reports and analyze trends.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Successful completion of a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provide the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrate that the applicant has acquired knowledge of one or more of the behavioral social sciences equivalent to a major in the field.

A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary.

Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
