Duties

Help

Reviews and recommends multimedia products to ensure they meet an organization’s branding and visual style guides. 

Serves as technical advisor on a diverse range of issues and projects. Manages long-term visual communication campaigns that include multimedia products and affect all segments of the agency. Serves as project manager for visual information projects.

Develops comprehensive and coherent visual information plans.

Designs and produces complex multimedia products. 

Performs highly complex work assignments which involve extremely difficult or controversial projects. Uses a variety of two and three dimensional still and motion graphic, video production and editing, and still photographic editing software. 

Provides training to team members on new technologies and software in support of emerging visual information products.

Advises clients on visual information and multimedia distribution platforms. Conducts research and proposes emerging visual information products to clients to achieve their communication objectives. 

Provides technical guidance to a graphics team in organizing and executing projects.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the duty location. Positions include routine telework work arrangements that are geographically specific to the Central Office location described below. The duty station will be Central Office - 1800 F Street, NW, Washington, DC.

The GS-13 salary range starts at $117,962.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience managing, anticipating and addressing a client’s visual communications needs and supporting an organization's programs and services through a variety of complex visual communications products. The experience must include creating visual information materials that include; digital and print graphics, video, audio, and multimedia programs, presentations, and live single and multi-camera broadcasts.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

1. Knowledge of multimedia production methods, techniques, and materials required to depict subject matter into visual information products.

2. Knowledge of two or more dimensional still and motion graphic arts production. 
2a Skill in creating two and three dimensional still and motion graphic arts productions.
2b Skill in using audiovisual production equipment, lighting, and video editing software to produce multimedia products.
2c Skill in oral communications to present sensitive recommendations to higher authority.

3. Expert analytical skills for applying to a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness.
3a Skill in advising on the technical advantages and disadvantages of various formats, styles, media, and methods of reproduction.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
