Duties

Help

The purpose of this position is to serve as the Vessel Traffic Service Director and is a key member of the Vessel Traffic Center management team in planning, developing and implementing vessel traffic management activities. The incumbent's work contributes to the reduction of marine casualties that can result in environmental damage or loss of property or life. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include:

* Supervising and performing administrative and human resource management functions relative to a staff of military personnel and civilian employees.
* Serving as the technical authority regarding the regulatory impact on sensitive or rapidly evolving local traffic management projects.
* Implementing national vessel traffic service policies, procedures and regulations while providing guidance and advice to Coast Guard, other Federal agencies, state, regional and local governments and maritime organizations, with respect to vessel traffic management issues.
* Making public appearances to promote or explain vessel traffic service policies, procedures and operations.
* Researching, developing and implementing local vessel traffic service policy and procedures.
* Developing estimated annual operating budget for Vessel Traffic Service based on analysis and evaluation of current needs, planned projects, annual required training, support, maintenance, and housekeeping costs.

Qualifications

To qualify for the GS-13:  Applicants must have at least one full year of experience equivalent to the GS-12 grade level if in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include: demonstrating leadership and management when providing macro-level direction to a large and diverse work group; evaluating work performance and recommending personnel actions for subordinates. Examples of professional maritime experience include: operation under USCG Mariner's license; application of Federal, State, and municipal regulations governing the use of maritime vessels; training, coordinating and evaluating the performance of operations centers.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
