This position is in the Office of Equity Assurance (OEA) at the Veterans Benefits Administration (VBA) at
the Department of Veterans Affairs and is assigned to the Equity Project Management and Data Analysis
Staff (EPMDA) that reports to the Supervisory Senior Program Manager overseeing the staff.
OEA is responsible for assessing program and process improvements that will allow Veterans, their
Survivors, their families, and their caregivers to have equitable access to VA benefits and services.

Duties

Help

Specific duties include:

  • Serve as Contracting Officer Representative. Provide expert advice and guidance to program and line managers in procurement planning. Advise program officials of the procurement objectives to be used and prepare programmatic requirements. Monitor contractor performance to assure compliance with agency regulations and procedures, program directives, and technical requirements of the contract. Reviews and approves progress reports and deliverables. Contract types may include highly complex and significant services where little or no contractual precedent exists. Ideal candidate will be certified in project or program management and/or documented supervisory experience managing contracts. Support analytical, technical, and administrative duties in procurement, management, finance, and budget arenas.
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets. Performs management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
  • Monitors contractor performance to assure compliance with agency regulations and procedures, program directives, and technical requirements of the contract. Reviews and approves progress reports and deliverables. Contract types may include highly complex and significant services where little or no contractual precedent exists. Performs routine audits and monitor contractor performance to assure compliance with contracting and agency regulations and procedures, program directives, and technical requirements of the contract. Reviews and approves progress reports and deliverables. Ensures compliance with all contract requirements involving delivery, change orders, QASP execution, and payments within established deadlines.
  • Develops life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs.
  • Formulate, present, execute, and analyze organizational acquisition budgets. Serve as local expert on acquisition budgeting and financial management issues and activities. Responsible for determining internal acquisition fiscal budget and personnel requirements and controls expenditures. Determine resource requirements and recommend resource allocations based on acquisition priorities and needs. Provide recommendations to program refinements, define short and medium range plans, and validate program requirements. Responsible for development of project plans and successfully meeting milestones.
  • Prepares documents to include comprehensive white papers, roadmaps, strategic plans, presentations, and briefings to appeal to a variety of audiences to include internal and external stakeholders and other federal or non-profit agencies. Preparing all necessary administrative materials, correspondences, and justifications detailing reasons for decisions. Makes oral presentations and develops briefing materials for intended audiences. Leads project teams and group discussions before a variety of audiences to address matters of VBA equity. Audiences may include, but are not limited to, Veterans, their Survivors, their families or their caregivers; VBA employees; VA/VBA leadership; Business Lines; other VACO; Veterans Service Organizations.
  • Participates in special projects devoted to supporting VBA equity, and the VA I*DEA Council-including VBA and VA Equity Plans for Benefit, Data and Outreach strategies. Managing multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Serving as an advisor to the supervisor on issues related to conducting analysis of benefit programs, disparity identification, and root cause resolution. Employing change management principles and practices to ensure VBA equity policy integration and strategic alignment. Skilled in establishing and maintaining effective working relationships with individuals and groups interested in or affected by the program. Responding to challenges or criticisms from workgroup members and stakeholders in a manner that promotes collaboration.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/30/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50.   • For a GS-14 position you must have served 52 weeks at the GS-13 level.

is experience that has equipped the applicant with the particular experience, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.

The applicant must document knowledge of finance, budget, procurement laws, regulations, and policies and the ability to explain them, both orally and in writing, to individuals of all educational backgrounds.

- The applicant must have experience in resource management and process improvement.
- The applicant must be skilled in leading projects and applying different communication techniques to plan, organize, manage, and present programs, proposals, and initiatives.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
