The Director of the Office of Information Technology (Cybersecurity):
Provides leadership and direction to staff and works closely with the Departmental Office of the Chief Information Officer (OCIO) and OCIO Executive Team regarding the development, acquisition, management, and oversight of all Volpe Center IT and IM programs and technical resources as well as development of the IT Strategy and its alignment with the DOT and Volpe Center Strategic Plans and activities.
Manages and provides oversight of the Volpe enterprise-wide cybersecurity program and ensures that DOT systems and direct project work with IT components are secure and comply with federal cybersecurity regulatory requirements. Provides leadership in carrying out Departmental cybersecurity and privacy responsibilities at the Volpe Center. This entails cybersecurity and privacy oversight and risk management and cyber/privacy incident response oversight and coordination.
Serves as a cybersecurity policy strategist and expert adviser to executives, managers, and employees; is a steward for improving DOT’s cybersecurity program; and information security across the Volpe Center and modal partners regarding operational and technical programs.
Manages a staff of approximately 10 employees and coordinates services of support contractor staff. Recommends overall staffing levels, organizational structure, and directs allocations of authorized staff within the Office. Applies inclusive human capital strategies and management techniques, and utilizes appropriate HR flexibilities to attract, retain, and develop a diverse and talented workforce.
Provides oversight and direction for multimillion dollar, multi-year IT support services contracts and task orders on Department-wide contract vehicles that provides software development and integration, program management, and IT security, infrastructure. The IT contracts and task orders support federal and contract staff predominantly located in the U.S. DOT Volpe facility in Cambridge, MA, with an increasing complement of staff located in remote duty stations across the United States.
The ideal candidate is a seasoned IT/Cybersecurity professional and business partner in planning, developing and leading Information Technology and Information Management programs for an organization with a highly technical and national mission and workforce. Leadership in IT Planning and Policy, Enterprise Architecture, Data Optimization, Cybersecurity, Systems Analysis, Network Services, and Customer Support and implementing innovative emerging tools and technologies to strengthen an organization's performance is desired. This position is located in Cambridge, MA.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience representing, leading or managing a workforce to achieve mission goals such as developing IT infrastructure management plans and systems architecture to ensure that they are secure, robust, scalable and highly available to meet program objectives.
Experience advising an organization’s management, leadership team and stakeholders concerning cybersecurity and privacy oversight, risk management, IT program accomplishments, problems, and the impact of actual or potential changes.
Experience in interpreting policy and guidance related to information system security management and cybersecurity threat assessments to successfully implement frameworks for governing information technology systems and programs.
