Duties

Help
  • Serve as construction representative for a variety of construction and renovation projects.
  • Responsible for Quality Assurance for the construction by contract of medical facilities, barracks, administrative and recreational facilities, rehabilitation of roadways involving asphalt and concrete paving, placement of culverts, and excavation.
  • Review test data to ensure materials conform to contract specifications.
  • Tests include analysis of soils, liquid and plastic limits to determine plastic index, classification, field densities, organic impurities, air entertainment, compression and flexural strength test.
  • Interpret contract specifications and other directives to resolve problems and recommend changes or modifications in the field when it is apparent that such will be needed to produce the final desired effect for full compliance.
  • Serve as a Contracting Officer's Representative (COR) for construction contracts.
  • As a COR incumbent is solely responsible for monitoring/evaluating contractor performance, any modifications or changes, funding and payments for unforeseen site conditions.
  • Has overall responsibility for projects assigned from contract award through completion.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Experience in work order management, project scoping, and customer service; 2) experience coordinating activities and documents with contractors, end users, stakeholders, technical experts, and contracting agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
