Duties

Help
  • Ensure facility compliance with environmental and safety regulations to include meeting all federal and state reporting requirements.
  • Manage environmental and sustainability initiatives in support of various mission essential programs at a civil works project to ensure agency compliance.
  • Serve as project environmental compliance assessment team leader for internal and external assessments to ensure compliance.
  • Provides necessary environmental compliance and safety support to major programs including Hydropower, Flood Damage Reduction, Recreation, and Environmental Stewardship.
  • Manage and execute a broad project safety program to oversee all elements of personnel, equipment and facilities to ensure policy compliance.
  • Maintain knowledge of federal/state safety laws, regulations, policies, mandates and agency guidance to ensure personnel/equipment compliance at the project level.
  • Serve as project point of contact regarding all internal safety accident reporting requirements to ensure proper agency coordination is achieved.
  • Manage solid waste disposal, spills and discharges (grey and black water from campers are most common), and environmental compliance inspections of parks.
  • Perform environmental compliance inspections of out granted facilities, such as parks and marinas and evaluate cultural and environmental impacts of development in those areas.
  • Ability to collect and report on data. Examples include tracking utility usage and reporting on facility discharges.

Basic Education Requirement - Natural Resources Specialist (Environmental Compliance), 0401:Degree: Bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

To qualify at the GS-11, you must have:
Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes providing necessary environmental support to major programs including Hydropower, Navigation, Flood Damage Reduction, Recreation, and Environmental Stewardship. This may include involvement with hydropower operations, park and campground management, safety compliance, park ranger operations, shoreline management, providing support on real estate actions involving project out grants, budget management, and contracting.
OR
Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree;
OR
Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
