Duties

Help

The Deputy Chief Information Officer (DCIO) will provide broad guidance on policy and technical issues and will assist the Chief Information Officer (CIO) in managing and supervising staff and in planning, organizing, coordinating, budgeting, and managing the daily activities necessary to carry out the agency's information technology (IT) mission. The DCIO is responsible for the acquisition, installation, and support of the agency's IT resources and services, including all computers, digital equipment, software, data, information and time-sharing systems, data and voice communications, networks and infrastructure, and web and intranet services. The DCIO will also play a strategic role in maintaining cloud systems, including front-end platforms, servers, storage, and networks. The position involves day-to-day operational duties, including user support, hardware and software research, and contract management, as well as policy and administrative writing.

Qualifications

This position requires the following:
- At least five years of experience managing or supervising IT professionals and a proven ability to lead, develop, and oversee the daily activities of a diverse IT staff with an array of skills and experience and to foster a cooperative work environment.
- At least five years of experience designing and supporting network infrastructure, with an understanding of network management and architecture and infrastructure. (Experience with Cisco technologies is preferred.)
- Hands-on technical experience within the past seven years, including troubleshooting and problem resolution in at least two major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations.
- A strong understanding of cloud computing and technology systems. (Experience with AWS and Microsoft Azure is preferred.)
- At least five years of experience managing IT projects and a strong customer service orientation.
- At least three years of experience preparing or providing input into an IT budget - including budget analysis, preparation, and justification (preferably in the federal government), and knowledge of federal contracts.
- A bachelor's degree in computer science or a related IT field. (An advanced degree in computer science or technology management is desirable.)
- Ability to obtain and maintain a favorably adjudicated Top Secret/SCI clearance.
Also desirable are the following:
- Project management experience, particularly with managing the life cycles of hardware and software, operating data centers, and managing help desks;
- Technical certifications; and
- Prior experience as a DCIO.
