The major duties of the position include:

  • Provides expert analysis of performance measurement data which includes patient satisfaction data typically derived from Consumers Assessment of Health Providers and Systems (CAHPS) surveys and clinical quality data derived from either abstraction through the VHA External Peer Review Program (EPRP) or extraction from the VA electronic health record (Corporate Data Warehouse - CDW).
  • Uses SAS and/or SQL computer languages to create, manipulate, query and analyze small and large databases derived from surveys, medical records, and the VA corporate data warehouse.
  • Creates sophisticated user reports with capability to slice and dice complex performance measurement data in multiple ways to meet customer needs. Reports built over analytic data cubes using reporting tools such as Power BI.
  • Conducts quantitative analyses that support the clinical and patient experience, measurement team members, senior analysts, and other VHA program offices.
  • Provides multi-level analyses of performance measures to support performance management and quality improvement across the VHA. Provides analyses, as requested, in support of developing new performance measures, performance measure targets, composite indices, or other key performance metrics.
  • Communicates through written reports and oral briefings about the quality of VA patient care to: VA Central Office program managers, Chief Officers, clinical advisory groups and appropriate officials of the Department and other Federal agencies, such as the Government Accounting Office (GAO), US Department of Health and Human Services (HHS) and Department of Defense (DoD); professional associations such as The Joint Commission and the Institute for Healthcare Improvement; and public interest groups, including Veteran Service Organizations and Congress. Reports include data analyses, findings and recommendations, as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements: Applicants must meet the basic requirement for this position.
To meet the basic requirement for - Health System Specialist - GS-0671-13 and above positions, applicants must have: Successfully completed a full 4-year course of study in an accredited college or university resulting in a bachelor's or higher degree in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position? (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.) Transcripts Required.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1. Providing expert analysis of performance measurement data which includes patient satisfaction data typically derived from Consumers Assessment of Health Providers and Systems (CAHPS) surveys and clinical quality data derived from either abstraction through the VHA External Peer Review Program (EPRP) or extraction from the VA electronic health record (Corporate Data Warehouse - CDW).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Work Environment: The work is performed in an adequately lighted and climate controlled office environment. May require occasional travel.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
