This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
Responsible for providing Local Area Network (LAN) connectivity and monitoring network capacity and performance on a military installation.
Responsible for planning, implementation, and administration of network systems, and system and server maintenance operations.
Implement new network system hardware and software and develops operating procedures.
Serve as Local Area Network (LAN) and Wireless Local Area Network (WLAN) administrator for a complex network infrastructure that supplies communications for a military installation and its tenants.
Analyses of networking products and defining important characteristics in support of the acquisition of major networking components.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
This position requires the incumbent to obtain and maintain the DoD 8570 Baseline Certification Level II within six (6) months of entering the position.
Business travel requirement of 5% of the time.
This is a Term position scheduled to last 1 Year 1 Day. A term position may be extended to a maximum of eight years depending upon the needs of management.
Qualifications
THIS IS A DIRECT HIRE SOLICITATION - These positions are being advertised through the Direct Hire Authority (DHA) for Domestic Defense Industrial Base (DIB) Facilities. Under this authority, competitive rating/ranking and veterans' preference procedures do not apply.
This position is a TERM, 1 year 1 day, position.
This is a temporary position and may be extended up to a maximum of eight (8) years.

Basic Requirement for IT Specialist (Network Services):
Specialized and Other Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes managing operations, modifications, upgrades, and services for the installation network; initiating corrective actions plans to improve and accomplish network requirements; maintaining network communication systems; install and configure operating system software; provide recommendations to telecommunications processors and resolve equipment issue. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing work independently that rarely requires editing or review by others.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
