Summary

The primary purpose of this position is to serve as the as an expert in Non-Appropriated (NAF) legal issues; to serve as Air Force Services Center's key legal advisor for USAF NAF contracts; to serve as the primary legal advisor to the USAF NAF Property and Casualty Insurance Program; to serve as the primary AFIMSC/JAW advisor to AF/JACQ as it represents AFSVC and the Air Force NAFIs in contract litigation; to act in the place of the Chief Services Law Division.

Duties

1. Serves as a subject matter expert (SME) and maintains currency in a wide range of laws, regulations, policy and guidance relating to NAFs/NAFIs and Services/MWR issues and understands the potential impact of those authorities on AFSVC operations worldwide.
2. Acts in the place of the AFIMSC/JAW Division Chief, in that person's absence.
3. Serves as the principal liaison and provider of litigation support to the Commercial Litigation Field Support Center (AF/JACQ) in its representation of AFSVC in NAF Contract litigation before administrative bodies, including challenges of NAF procurement actions before the Armed Services Board of Contract Appeals (ASBCA) and other Federal forums for litigation of NAF contract claims and protests.
4. Reviews and analyzes contracts, and revising documentation as necessary, including substantive advice on terms and comprehensive review and analysis of performance work statements/statements of work, amendments, modifications, and all other supporting documentation.

  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

  • Employee must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory or commonwealth.
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)
  • Incumbent will be required to perform TDY to various locations by means of commercial or military transport

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). You must provide a copy of your Law School Transcripts.
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as the date obtain is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status. A copy of the Bar Card is not acceptable proof of good standing.

AFI 51-101 General requirements for a GS-14 are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of applicable law pertaining to the specialized areas of legal practice, relevant to support of Air Force Services, in order to provide legal advice and counsel to command and management and represent DAF interests.
2. Knowledge of legal principles relevant to government acquisition and non-appropriated funds instrumentalities.
3. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis to reach clear, concise conclusions.
4. Ability to research legal issues, analyze complex factual situations in light of general legal principles and the results of research, and prepare legal opinions.
5. Ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings.
6. Ability to prepare cases for trial before a court, administrative body, or an official having quasi-judicial power.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
