Major Duties:

  • Leads, coordinates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Participate in the establishment of system-wide and local monitors and controls to meet federal government and industry standards and directs recommended and accepted risk assessment methodology.
  • Manage the coordination of assigned OIT mission-related IT system solution goals and facilitate adjustments as appropriate.
  • Manage program and budget resources valued up to hundreds of millions of dollars, to deliver highly complex information technologies via one or multiple IT projects.
  • Oversee the requirements planning, procurement, design, modification, integration, testing, and deployment of the IT system.
  • Evaluate, monitor, or ensure compliance with Federal, VA laws and regulations, policies, standards, or procedures: identify standards or requirements for infrastructure, configuration or change management.
  • Develop, modify, or provide input to project plans such as the Project Management and Acquisition Financial Management Plans, Cost Analysis, and technical project documentation.
  • The incumbent reports to a GS-15 and has 1 or more subordinates.
  • Supervises and directs the efficient planning and operation of the program.
  • Develops short and long-range plans with employees and/or contracted personnel.

Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. the work does not require any special physical effort.

BASIC REQUIREMENT:
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extensive experience managing IT software systems lifecycles to include as example acquisition, integration, deployment, sustainment, and decommissioning of a product using Agile, SAFe and DevOps methodologies in different environments. Experience with investment lifecycle and budget. Experience managing cross-function teams and project managers over IT software systems. Extensive experience creating strategic plans and roadmaps for a slate of related projects.

This is done by using Software as a Service (SaaS), low-code, and a shared delivery infrastructure with highly differentiated products. Software Product Management (SPM) designs, delivers, maintains, and hardens software assets across VA through portfolios including Corporate Services, Health Services, Benefits and Memorials, and Financial Technology.
