Copyright is a form of legal protection provided by the laws of the United States (title 17, U. S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, a service unit of located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registrations system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Licensing Section in the Copyright Office administers the statutory licenses in the Copyright Act (Title 17 of the U.S. Code). The Section collects royalty fees from: 1) cable operators for retransmitting television and radio broadcasts (Section 111), 2) satellite carriers for retransmitting non network signals (Section 119), and importers or manufacturers for distributing digital audio recording products (Chapter 10). The Section deducts its full operating costs from the royalty fees and invests the balance in interest bearing securities with the U.S. Treasury for later distribution to copyright owners. The Section also administers the statutory licenses for the organization transmitting to the public a webcast (Section 112), the public performance of sound recordings by means of digital audio transmissions (Section 114), making and distributing phonorecords (Section 11 5), and for the use of certain works in connection with non-commercial broadcasting (Section 118).

The position is a Fiscal Specialist in the Licensing Section. The incumbent will perform accounting data analysis and reconciliation; financial investment analysis; management of royalty fee distribution; and, analyze accounting procedures. This position is accountable to the Fiscal Section Head. While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library of Congress and Copyright Office materials.

Serves as the Licensing Section's principal advisor on a wide variety of investment matters. Recommends the most advantageous investment alternatives as well as the design, development, coordination, and implementation of section investment policies and procedures related to the investment of copyright royalty fees. Maintains constant review and analysis of market values for all Treasury securities. Analyzes daily market values, changes, and short- and long-term trends, while taking account of general economic conditions and trends. Determines the break-even rate that will justify reinvestment. Recommends daily investment alternatives in government securities to assure the highest rate of return on shortest investment time. Ensures that the sources and applications of funds are processed in an accurate and timely manner to obtain the maximum return on investment and liquidating funds no sooner than necessary to make refunds, transfers, and distributions. 

Distributes royalty fees to representatives of both national and international organizations based upon an analysis of legal documents, including the distribution order issued by the Register of Copyrights or the Librarian of Congress. The distribution process involves highly complex reconciliations between numerous partial distributions and the final distribution order. 

Performs analysis and reconciliation of a variety of administrative accounts consisting of accounts with some non-standard, specialized accounts including monthly reconciliations with other library offices in accordance with federal laws, Copyright Office and Library of Congress regulations and practices. Ensures that subsidiary ledgers are reconciled to general ledger accounts by appropriation.

Evaluates complex accounting procedures for the Copyright Licensing Section and recommends modifications given circumstances for management review. Assists in developing accounting policies and standards, and in developing solutions to precedent-setting situations.

The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule.

This is a non-supervisory, bargaining unit position.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
