Duties

Help
  • Perform a variety of administrative duties in support of an office engineering function as well as office support duties in a construction Area Office.
  • Provide advice and assistance to both superiors and subordinates on all matters of an administrative nature
  • Prepare a wide variety of documents, forms, and correspondence relative to contract changes and claims, whether they are within the Area Engineer/Resident Engineer's authority or the Contracting Officer's authority.
  • Maintain and control records for all change orders and modifications, including pending change orders and claim files.
  • Routinely provide information by phone and/or email, with comprehensive updates being transmitted on a monthly basis.
  • Prepare and transmit monthly pay estimates from information compiled by technicians, engineers, and other field staff.
  • Responsible for the review and preparation of travel requests and vouchers for the Area Office personnel.
  • Resolve various problems associated with the administrative and clerical work of the office.
  • Establish files for both pending and finalized contract action by use of an automated management system.
  • Use a computer to input/retrieve and stores data to create letters, memoranda, and reports of a non-technical nature relating to such matters as vehicle usage, telephone usage, safety exposure, etc.
  • Certify time and attendance reports with responsibility to include completeness, appropriate documentation of various types of leave, and labor cost codes.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Skill of a qualified typist is required.
  • Project assignments may vary in length and location from the Area Office thus requiring Temporary Duty (TDY) and/or Permanent Change of Station (PCS) moves on a recurring basis.
  • Incumbent will be required to sign a mobility agreement as a condition of employment.
  • Employees are required to follow established safe working procedures. Appropriate personal protective equipment is provided to minimize or reduce hazardous conditions, and its use is mandatory.
  • One year trial/probationary period may be required.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications GS-303-05

Specialized Experience: One year of specialized experience which includes maintaining office files, assisting with documents, and preparing correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.)

OR

Combination Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.


Minimum Qualifications GS-06

Specialized Experience: One year of specialized experience which includes preparing documents and forms, and correspondence to support office duties. Assist in resolving issues, maintaining files, assisting in budget, contract close outs, and/or billing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education
